Political chatter out of Lucknow is beginning to sharpen the picture for Uttar Pradesh's 2027 assembly election. Talks between the Congress and the Samajwadi Party over seat-sharing have revived the old 2017 formula, under which Congress could be handed anywhere between 115 and 125 seats. A meeting between senior Congress leader Sonia Gandhi and several state leaders has signalled that the INDIA bloc wants to take on the Bharatiya Janata Party as a united front this time. But almost as soon as the possible formula surfaced, a question began doing the rounds in political circles, will repeating a formula that failed in 2017 actually help the opposition, or has the BJP already worked out a counter?
The logic behind the alliance
If the Samajwadi Party and Congress do settle on the 2017-style arrangement, the contest across the state's 403 assembly seats could turn into a straight fight between the NDA and the INDIA bloc. Akhilesh Yadav would lean on his backward-Dalit-minority, or PDA, card, while Rahul Gandhi would push forward his Save the Constitution campaign. Notably, this same combination had worked in the opposition's favour during the 2024 Lok Sabha election, which is precisely why the INDIA bloc is keen to carry that momentum through to 2027.
How effective was the 2017 bet
The experience of 2017 itself, though, was far from a clean success. The Samajwadi Party and Congress had contested together that year, but SP votes did not fully transfer to Congress candidates, nor did Congress votes fully transfer to SP candidates. Friction over seat swaps and ticket claims among grassroots workers had also proved to be a serious headache. If the same formula is tried again, the biggest challenge for both parties will be managing discontent within their cadres and actually converting alliance arithmetic into transferable votes on the ground.
BJP's counter, nationalism and Hindu unity
The moment word of this possible opposition alignment spread, the Bharatiya Janata Party also began sharpening its own strategy. Chief Minister Yogi Adityanath and the party's top leadership have drawn up plans on several fronts to secure a hat-trick of wins in 2027. To counter the opposition's caste and minority-based polarisation, the BJP is expected to amplify its nationalism and broad Hindu unity messaging even further. Alongside this, the party is preparing a large campaign built around ration distribution, the Kisan Samman Nidhi scheme, the housing scheme and its law-and-order record, popularly known as the bulldozer model, to hold on to its silent voters, especially women voters.
Wooing Brahmins and non-Yadav OBCs
To cut into the Samajwadi Party's social base, the BJP has already begun making organisational changes and reassigning posts, with an eye on Brahmin, Kurmi, Maurya, Nishad and non-Jatav Dalit voters in the state. Whether it is the appointment of Jitendra Mishra as the Ram Mandir's first CEO, or the decision to make Dinesh Sharma the Lieutenant Governor of the Andaman and Nicobar Islands, the BJP is expected to milk both moves as social signalling. The party is also unlikely to let voters forget the 2017 election, when the public had roundly rejected the Akhilesh-Rahul pairing. Expect the BJP's campaign to argue that Congress is leaning on the Samajwadi Party's crutches simply to stay relevant.
Cadre strength and the road to 2029
Ultimately, the BJP's strongest weapon remains its cadre. Compared with the Rahul Gandhi and Akhilesh Yadav combine, the BJP is working on a ground-level roadmap to activate its workers at every single booth. That is also why the 2027 Uttar Pradesh election will not just decide the fate of one state, it will also help shape the direction of national politics ahead of 2029. Should the Samajwadi Party and Congress go ahead with the 2017-style formula, it will be worth watching how they resolve the contradictions within their own cadres. The BJP's strategy, meanwhile, is already clear, answer every opposition move with a combination of organisational strength, beneficiary schemes and Hindutva.
