Cruise Ship Bottlenecks and Flawed Allocation
The organizing framework relied heavily on accommodating contingents aboard an anchored cruise liner in the city, but waiting periods to secure cabins stretched on hour after hour. Support from local ground officials remained largely unavailable to relieve the stranded players. A small fraction of athletes who managed to receive quarters were forced to squeeze in and double up on facilities with teammates. It emerged that the local organizing committee had handed over assigned rooms to delegations from other countries, exposing a massive miscalculation in handling the incoming volume of athletes.
Rowers and Shooters Endure Major Setbacks
The 30-member Indian rowing delegation was among the hardest hit by the breakdown. A team athlete recounted reaching the premises around 9:00 AM JST, explaining that by 8:30 PM, only a tiny handful had secured rooms, while those allotted spots were told to pack more teammates inside. Similar distress affected India's shooting squad and several other national contingents. Shooters could not access their original lodging because their designated quarters were taken over by other personnel, leaving them with no choice but to find accommodation at a separate hotel.
Emergency Relocation for Officials and Medical Staff
Faced with a complete shortage of rooms, multiple members of the Indian Olympic Association (IOA) had to be hastily transferred to a nearby hotel facility. The travelling medical staff was likewise accommodated alongside these administrative delegates. Under established protocol, IOA officials are integral members of the official squad and were designated to reside inside the games village itself, making the emergency evacuation to private hotels a visible organizational lapse.
The Costa Serena Concept and Budgetary Cutbacks
Under the host committee's logistics outline, approximately 4,000 athletes and technical officials are planned to stay on an ocean vessel named the Costa Serena. The ship measures roughly 3,000 meters in length and holds 1,500 cabins. Furthermore, organizers implemented budget reduction strategies by placing participants in wooden container-style modular cabins and secondary commercial hotel rooms across the host region, an approach that has clearly strained operations from day one.
