A public grievance hearing (Jansunwai) at the Khandwa Collectrate in Madhya Pradesh witnessed an unusual sight when a complainant wearing a dog mask walked up to administrative officials to lodge a complaint. The symbolic protest was conducted to draw official attention to alleged financial corruption and irregularities in the municipal stray dog sterilization drive. The eccentric demonstration left both officials and members of the public astonished, quickly turning into the focal point of discussion across the collectrate premises.
Allegations of Misappropriation in Canine Sterilization Drive
Deepak 'Mullu' Rathore, Leader of Opposition in the Khandwa Municipal Corporation, accompanied the protestor to the hearing room. He leveled serious allegations against the municipal administration, asserting that public funds allocated for controlling the stray dog population were severely misused. According to him, the sterilization process was carried out only on paper, while no concrete work was executed on the ground.
Rathore alleged that approximately Rs 40 lakh from the government budget was embezzled through fabricated paperwork. He explained that the decision to wear a dog mask was taken specifically to shake the administration out of its apathy and highlight the alleged financial irregularities.
Sarcasm, Unique Grievance, and Demand for FIR
Addressing the administrative officers during the hearing, Rathore remarked satirically that the individual in the mask suffered fraud in the name of sterilization, as 6 puppies were born despite the procedure allegedly being performed. The formal application submitted to the collectorate requested an immediate FIR against the private contractors or agencies responsible for executing the sterilization work.
Rathore informed officials that the mask-wearing protestor is an educated citizen holding M.Com and B.Com degrees from Delhi. He stressed that the protestor was deeply distressed by the alleged Rs 40 lakh embezzlement. Rathore further warned that if the local administration fails to register an FIR and act promptly, the complainant will move the High Court and file a Public Interest Litigation (PIL).

Responding to the complaint, Kashi Ram Badole, Additional Collector of Khandwa, confirmed that a grievance regarding the working and financial management of the dog sterilization center had been submitted during the Jansunwai. He stated that the district administration is treating the matter with utmost seriousness.
The Additional Collector assured that an impartial and comprehensive inquiry will be ordered. He added that if the investigation uncovers any procedural or financial irregularities, strict legal action will be taken against the guilty officers, employees, or contractors involved.
