In Uttar Pradesh's political landscape, the Budaun Assembly Constituency in Budaun district occupies a prominent and strategic position. An examination of the electoral record over the past three decades highlights a decisive dominance by the Bharatiya Janata Party. Between 1991 and 2022, across eight assembly elections, the BJP has captured the Budaun seat five times. In contrast, the Samajwadi Party has managed to secure victory only twice, while the Bahujan Samaj Party has won on just a single occasion. As political parties begin formulating strategies for the upcoming 2027 Uttar Pradesh Assembly Election, the stakes in Budaun are exceptionally high. The BJP is determined to accomplish a consecutive hat-trick of victories, while the SP is striving to halt that momentum and reclaim its former stronghold. Concurrently, the BSP is attempting to revive its traditional base to make the contest competitive once again.
The 1991 Verdict: Krishna Swaroop Clinches Successive Wins
The 1991 assembly contest took place in the backdrop of intense state-wide political upheaval following the Ayodhya firing incidents. The BJP placed its faith once again in its sitting legislator Krishna Swaroop, who had previously won the seat in the 1989 assembly election. His main opponents were Khalid Parvez of the Janata Dal and Tilak representing the Congress. When ballots were counted, Krishna Swaroop secured a decisive triumph by a margin of 8,850 votes. Swaroop garnered 41,123 votes, while Khalid Parvez of the Janata Dal finished second with 32,273 votes. The Congress candidate Tilak finished in third position after polling 13,129 votes. Notably, Congress had last secured victory in Budaun back in 1985, after which the party progressively lost its competitive edge in the constituency.
The 1993 Nail-Biter: SP Triumphs by Just 728 Votes
The 1993 Uttar Pradesh Assembly Election marked a historic milestone as the Samajwadi Party and Bahujan Samaj Party contested in alliance for the first time. The BJP renominated its two-time winning legislator Krishna Swaroop, while the Samajwadi Party fielded Jogendra Singh. What followed was the closest electoral battle recorded in the constituency between 1991 and 2022. Jogendra Singh of the SP managed to edge past Krishna Swaroop by an extremely narrow margin of just 728 votes. The SP nominee polled 40,825 votes against 40,097 votes cast in favor of Krishna Swaroop. Congress nominee Pramila finished third with 24,909 votes, while Harprasad Singh of the Janata Dal trailed behind in fourth place with 10,637 votes.
1996 Election: Prem Swaroop Pathak Restores BJP Control
Following the narrow 1993 defeat, the BJP altered its candidate selection strategy in the 1996 assembly election by fielding Prem Swaroop Pathak. The calculated change yielded significant dividends for the party. Pathak secured a comprehensive victory by obtaining 61,726 votes, defeating the sitting SP legislator Jogendra Singh by a substantial margin of 15,471 votes. Jogendra Singh finished with 46,255 votes. The Bahujan Samaj Party settled for third place as its candidate Fakhre Ahmad collected 27,247 votes.
2002 Contest: BSP Breaks Through with Vimal Krishna Agarwal
The 2002 assembly election proved to be a landmark moment for the Bahujan Samaj Party, as it registered its maiden victory in the Budaun constituency. BSP nominee Vimal Krishna Agarwal polled 36,148 votes, defeating Samajwadi Party candidate Jogendra Singh by a margin of 3,314 votes. Jogendra Singh received 32,834 votes in that election. The BJP experienced a setback, dropping to third position as its nominee Prem Swaroop Pathak secured 31,671 votes. Congress nominee Fakhre Ahmad finished fourth with 20,489 votes.
2007 Defiance: Mahesh Chandra Gupta Defeats the State-Wide BSP Wave
The 2007 assembly election in Uttar Pradesh saw a state-wide wave propel Mayawati's BSP to a single-party majority. However, the political dynamics in Budaun went completely against the broader state trend. BJP candidate Mahesh Chandra Gupta built an effective local coalition, securing 36,403 votes and defeating Samajwadi Party nominee Vimal Krishna Agarwal alias Pappi by a margin of 7,198 votes. Agarwal garnered 29,205 votes. Despite forming the state government, the BSP candidate finished in third place with 24,513 votes, while Congress candidate Fakhre Ahmad stood fourth with 16,526 votes.
2012 Shift: Abid Raza Khan Ends SP's 19-Year Drought
During the 2012 assembly elections, which witnessed Akhilesh Yadav leading the Samajwadi Party to power in Uttar Pradesh, the electoral tide turned sharply in Budaun as well. SP nominee Abid Raza Khan ended the party's 19-year victory drought that dated back to 1993. Khan secured 62,786 votes, defeating BJP's sitting MLA Mahesh Chandra Gupta by 15,413 votes. Gupta was restricted to 47,373 votes. The BSP candidate Arvind Raj Sharma placed third with 31,529 votes, while Congress candidate Somansh Prakash finished fourth with 21,171 votes.
2017 and 2022: Mahesh Chandra Gupta Solidifies BJP Dominance
The political landscape reversed once again in 2017 amid a massive state-wide surge for the BJP. Mahesh Chandra Gupta achieved a resounding comeback by polling 87,314 votes and defeating sitting SP legislator Abid Raza Khan by 16,467 votes. Khan managed to secure 70,847 votes. This 16,467-vote victory margin stands as the widest victory margin recorded on the Budaun seat between 1991 and 2022. The BSP candidate Bhupendra Singh stood third with 32,641 votes.
In the 2022 assembly election, Mahesh Chandra Gupta retained his strong electoral grip on the constituency. Crossing the six-figure mark, Gupta secured 1,01,096 votes to register a consecutive win. SP candidate Raees Ahmad mounted a vigorous fight, securing 89,917 votes, but fell short by 11,179 votes. The BSP witnessed a steep decline in its performance, with its candidate Rajesh Kumar Singh managing only 23,135 votes.

Social Calculus and the Battle Lines for 2027
The long-term voting patterns in Budaun demonstrate that candidate credibility and social coalition management remain decisive. Congress has not won here since 1985, when Pramila Bhadwar Mehra emerged victorious. On an individual level, BJP's Mahesh Chandra Gupta holds the most accomplished record, having represented the seat after winning in 2007, 2017, and 2022.
Demographically, the constituency features substantial and influential voting blocs comprising Muslim, Maurya, Shakya, Yadav, Kshatriya, Vaishya, and Scheduled Caste (SC) communities. Looking ahead to the 2027 elections, the direct contest is expected between the BJP-led alliance and the SP-Congress coalition. Meanwhile, the BSP's choice of nominee will remain critical in determining whether it splits key voter segments. Ultimately, precise candidate selection, caste consolidation, and local grassroots issues will dictate the final outcome in Budaun.
