Concerns regarding exorbitant fees, uniform costs, and various other charges levied by educational institutions are frequently reported. Similar grievances were continuously emerging from private schools across Nainital in Uttarakhand, prompting the district administration to intervene firmly to curb such practices. During the investigation, it was revealed that several schools were charging fees completely in violation of established norms, exploiting parents under different pretexts. Consequently, the administration took strict action against 46 schools, compelling them to refund over 39 lakh rupees collected from parents.
Joint Investigation Initiated Following Persistent Complaints
For a long time, parents in Nainital had been raising complaints regarding the arbitrary fee structures of private schools. Taking these matters seriously, District Magistrate Lalit Mohan Rayal ordered a comprehensive probe into the fee management of private institutions. Following this directive, a joint team comprising district administration and education department officials began scrutinizing the fees and various charges collected by schools across the district. As the investigation progressed, numerous instances of rule violations and unauthorized fee collections came to light.
Eighty-Seven Schools Found Violating Norms
The probe identified 87 private schools in the district involved in irregular fee collection practices. Subsequently, these institutions were instructed to either refund the extra or unauthorized amount collected from parents or adjust it against future fees. Out of these, 46 private schools have successfully returned a total of 3,905,405 rupees to the affected parents.
Revisions in Tuition, Examination, and Transfer Certificate Charges
Significantly, the administrative action was not restricted merely to refunding excess money. Pressured by the official findings, several schools were forced to overhaul their fee frameworks. Eight private schools reduced their unlawfully hiked tuition fees, while 39 institutions lowered their examination fees. Furthermore, 15 schools either reduced or completely abolished registration fees.
The most startling revelation during the audit pertained to transfer certificate or TC charges. The investigation uncovered that instead of the mandated 1 rupee fee for issuing a TC, some schools were illegally charging anywhere between 100 and 1,000 rupees from parents.
New Guidelines Imposed to Regulate Future Fee Hikes
To prevent similar exploitation in the future, the Nainital administration has established clear and stringent guidelines regarding fee increments. Private schools will now be permitted to increase their fees by a maximum of up to 10 percent over a period of three years. Moreover, obtaining prior approval from the Parent-Teacher Association or PTA will be mandatory for any proposed fee hike, ensuring that institutions cannot increase charges arbitrarily or overnight.
