Marking a massive expansion in the northeastern region's power generation infrastructure, Assam Chief Minister Himanta Biswa Sarma performed the foundation laying ceremony for a premier power facility located at Chapar in Dhubri district. The ambitious ultra-supercritical thermal installation, undertaken by Adani Power Limited, will feature an extensive overall generation capacity of 3,200 MW. Mobilising nearly Rs 48,000 crore in capital expenditure, this development represents one of the single heaviest industrial financial commitments ever witnessed across the state.
The generating station is structured around four high-efficiency generation units possessing an individual capacity of 800 MW each. During the peak development and engineering phase, the site expects to deploy an estimated workforce of up to 20,000 individuals. Once commercial generation formally commences, around 5,000 long-term positions will remain engaged in ongoing operational tasks. Project schedules outline that commercial power commissioning will proceed in progressive stages beginning in December 2030.
Economic Momentum and Local Employment
Addressing the ceremonial gathering, the Chief Minister underscored that the power venture will stimulate regional commerce and substantially boost state revenues through enhanced State Goods and Services Tax collections. The project is anticipated to integrate local commercial suppliers and peripheral industries directly into the newly developing industrial hub.
Chief Minister Himanta Biswa Sarma stated that the Chapar development reflects the enduring business confidence established through the Advantage Assam Investor Summit 2.0 as the region consolidates its position as a powerhouse. He noted that beyond direct payrolls, domestic enterprises and regional contractors would gain vital entry points to supply specialized support into the flourishing operational ecosystem.
Expanding Industrial Footprint Across Assam
Joining the milestone event, Adani Group Director Jeet Adani reaffirmed the conglomerate's commitment to advancing the industrial progress of the territory. Jeet Adani remarked, “Today marks the beginning of an important new chapter for Assam.” Highlighting the state's geographic characteristics, he observed that regional terrain features could practically transform the territory into an energy reservoir for the entire country, driving forward national economic progress.
The Chapar complex forms an anchor component within the conglomerate's broader blueprint to inject Rs 63,000 crore directly into the state's power infrastructure. Parallel initiatives include two clean-energy pumped hydro storage installations contributing an aggregate capacity of 2,700 MW managed under Adani Green Energy Limited. Simultaneously, Adani Energy Solutions Limited continues rolling out advanced smart electric metering networks across the state's consumer distribution channels.
Procurement History and Vendor Prospects
The contractual framework for the plant concluded during late 2025. Adani Power Limited emerged as the selected development bidder in October 2025, followed by the formal issuance of the Letter of Award from the Assam Power Distribution Company Limited in November 2025.
Over the coming three to four years, the conglomerate intends to channel more than Rs 80,000 crore across varied business sectors inside Assam. The execution of the Dhubri thermal facility offers broad commercial prospects for neighborhood logistics operators, material suppliers, engineering vendors, and transport agencies, enabling regional commercial players to scale their businesses within an expanding corporate supplier network.
