To secure a brighter future, promote education, and ensure basic health security for female children, the Uttar Pradesh government operates a dedicated financial assistance program. Under this welfare initiative, eligible families in the state receive a total financial aid of ₹25,000 upon the birth of a girl child. Rather than disbursing the entire sum in a single lump payment, the state government transfers these funds across six distinct phases, offering continuous economic support from early infancy right through to post-secondary education.
Background and Objectives of the Scheme
With a view to strengthening women empowerment and helping young girls build self-reliant futures, the Uttar Pradesh government launched the Kanya Sumangala Scheme in the year 2019. The fundamental goal behind introducing this initiative is to encourage schooling for girls while opening up fresh employment and career avenues for them. By providing structured cash grants at key milestones, the state ensures that financial constraints never prevent a female child from completing her education.
Phase-by-Phase Breakdown of Financial Aid
The total economic grant of ₹25,000 is released in six separate installments based on specific milestones. Under the first phase, a girl child born on or after April 1, 2019, receives a one-time payment of ₹5,000 from the state government. The second phase includes girl children who were born on or after April 1, 2018, provided they have successfully received all essential immunizations within their first year of life. In the third phase, when the girl child is enrolled in Class 1, financial assistance of ₹3,000 is provided.
Under the fourth phase, an additional lump-sum grant of ₹3,000 is released when the girl child secures admission to Class 6. During the fifth phase, when she advances to Class 9, the government disburses an amount of ₹5,000. Finally, in the sixth and concluding phase, a sum of ₹7,000 is granted when the girl completes her High School and Intermediate board examinations and registers for a degree course or a recognized diploma program of at least two years duration.
Eligibility Criteria and Documentation Requirements
To register for this welfare program, the beneficiary family must be permanent residents of Uttar Pradesh. The applicant must possess valid residency proof, an identity card, an Aadhaar card, or an official ration card. Furthermore, the total combined annual income of the beneficiary's family must not exceed ₹3 lakh. Once all required documents are gathered and verified, the application is approved for regular fund disbursements.
Family Cap and Rules for Special Circumstances
Under general regulations, the benefits of the scheme are restricted to a maximum of two daughters per family. However, the government has established flexible provisions to accommodate unique family situations. If a woman gives birth to twin children during her second delivery and the third child is a girl, that third daughter will also be eligible to receive full benefits under the scheme.
Similarly, if a household already has one daughter and subsequently gives birth to twin girls in the second delivery, all three daughters will be covered under the scheme. On the other hand, if a family adopts a female child and later has a biological daughter born to them, the overall coverage remains capped at a maximum of two daughters for that household.
