Calculation Mechanism and Base Salary Guidelines
The executive order published by the Finance Department on Tuesday clarifies the exact framework for implementing the financial revision. The revised 38 percent rate will be directly calculated using the employee's revised basic salary as the foundational base. Furthermore, personnel entitled to Non-Practicing Allowance, such as government healthcare medical professionals, will also have their payouts computed to include this specific component. The official guidelines specify that no other ancillary or secondary allowances will be merged or brought under the purview of this Dearness Allowance calculation. The notification establishes October 1 as the official effective date for disbursing salaries under the newly structured rates.
Broad Beneficiary Base Across Departments and Local Bodies
The scope of this festive welfare measure has been designed to cover a wide spectrum of public administration and civic bodies. Beyond regular government employees serving in core departments, retired personnel drawing monthly pensions as well as dependents receiving family pensions will be eligible for Dearness Relief at the same 38 percent rate. Additionally, teaching staff and non-teaching personnel employed in government-aided educational institutions are fully integrated into this scheme. Workers across statutory corporations, state public sector undertakings, panchayat bodies, and municipal corporations will similarly benefit from the revised rates, securing enhanced financial protection for a broad demographic across the state.
Major DA Jump for 5th Pay Commission Cadres and Unrevised Pensioners
A notable segment of the directive addresses personnel who continue to be governed under the 5th Pay Commission framework. For these employees, the state government has executed a major upward revision, elevating their Dearness Allowance from 171 percent directly to 223 percent. This steep surge of 52 percentage points will also be effective from October 1. Similarly, pensioners whose pension arrangements have not yet undergone formal revision under the ROPA 2009 guidelines will receive Dearness Relief at the matching rate of 223 percent. This higher payout rate will remain valid and operational until their respective pension records are officially updated.
Daily Wage Earners Granted Ad-Hoc Daily Increase of ₹110
Extending its economic support beyond permanent administrative cadres, the West Bengal government has incorporated daily wagers and informal contractual workers into its festive announcement. The administration approved an ad-hoc wage hike of ₹110 per day for daily wage personnel who fall outside the purview of statutory protections like the Minimum Wages Act. Beginning October 1, these hard-working manual and temporary laborers will earn an additional ₹110 for every working day.
