Services of four stenographers deployed at the Bihar Governor's Secretariat (Lok Bhavan) have been terminated with immediate effect due to a lack of required professional efficiency, failure to attend mandatory skill tests, and non-compliance with administrative directions. The impacted staff members are Rajesh Kumar, Akhilesh Kumar Mishra, Sushil Kumar, and Sangeeta Kumari. Official information released by Bihar Lok Bhavan indicates that despite being provided repeated opportunities to demonstrate their technical competence, the employees refrained from appearing in the evaluation tests.
Appointment Background and Operational Inadequacies
According to an official press release issued by Bihar Lok Bhavan, the four individuals were appointed to the position of stenographer on January 23, 2025. However, prior to their recruitment, the mandatory written examination alongside the essential shorthand and typing efficiency evaluations were not conducted. Taking shorthand dictations and producing accurate typed transcripts constitute the primary and indispensable responsibilities of a stenographer. Following their placement, supervising officers submitted adverse performance reports regarding the workers' day-to-day operational capacity and output.
Formation of Assessment Committee and Test Absences
Following the receipt of negative performance feedback, a three-member committee was constituted under the orders of the Governor of Bihar to objectively assess the employees' work capability and technical proficiency. The committee scheduled a dedicated efficiency examination on July 22, 2026, offering all four personnel a formal platform to prove their skills. Nevertheless, none of the concerned staff members turned up for the evaluation.
In an effort to ensure fairness, the Lok Bhavan administration granted them a final opportunity to appear for the test on August 6, 2026. Despite this final extension, the employees again chose to skip the examination. Instead of undertaking the proficiency test, they submitted requests seeking exemption from the core skill requirements indispensable for the stenographer role. Their refusal to sit for the test was viewed by the appointing authority as a direct disregard of administrative directives.
Probationary Rules and Final Service Termination
The Bihar Lok Bhavan highlighted that having joined service on January 23, 2025, all four employees were currently serving their probation period. Under the governing service regulations, if an employee's performance during probation is deemed unsatisfactory, the appointing authority holds the right to terminate their services in accordance with prescribed terms. The administration emphasized that sufficient procedural latitude and chances were extended to the staff members to establish their competence.
After reviewing the complete record, including the negative evaluation reports from reporting officers, repeated absence from scheduled proficiency tests, and non-adherence to authority instructions, the decision was executed to end the services of all four stenographers with immediate effect.
