Focus on Regulation Over Total Transit Halt: Top Court Directs Smooth Travel in Capital Ahead of Demonstrations

The top court has directed authorities not to enforce total shutdowns of Delhi Metro stations and train links on October 10, asking instead for balanced, regulated operations.

Prioritising the everyday mobility of ordinary commuters alongside the constitutional space for peaceful assembly, the country's highest judicial forum has stepped in with firm guidelines for law enforcement authorities. In the wake of major demonstrations slated for October 10 across the capital, the bench instructed the central administration to avoid bringing the transit grid to a complete standstill. Instead of shutting down vital arteries wholesale, authorities have been told to maintain rail movement and metro services through measured, carefully managed protocols so that ordinary citizens are spared severe travel hardships.

Metro Gate Restrictions and the Doctrine of Proportionality

Judicial scrutiny turned sharply toward administrative blueprints that proposed locking entry and exit gates across 57 Delhi Metro stations. The bench raised grave concerns over such blanket containment measures, stressing that maintaining public tranquility must not come at the cost of freezing civic life entirely. Administrative bodies were told to implement corrective steps immediately, keeping public convenience at the centre of operational decisions. The bench emphasised that all executive actions must strictly adhere to the doctrine of proportionality, ensuring that security steps do not exceed the actual demands of the situation. Furthermore, officials were ordered to extensively publicise travel adjustments so commuters are not left stranded in uncertainty.

Ground Vigilance and Police Outreach in Sensitive Quarters

Anticipating the planned mobilisation called by CJP at Jantar Mantar on Saturday, regional policing wings initiated preventive coordination. North East Delhi DCP Rahul Alwal reached out to local youth, urging them to stay away from unapproved assembly sites. The officer also appealed to local mosques and clerics to amplify this cautionary message across neighbourhood gatherings, pointing out that gathering without formal permits could lead to legal complications. Police leadership maintained that upholding order depends on citizens cooperating with established administrative procedures.

Political Opposition Rallies over Electoral Accountability

Meanwhile, the political temperature inside the capital continues to climb over contentious administrative moves, with opposition outfits staging sustained protests against SIR and seeking the immediate resignation of Chief Election Commissioner Gyanesh Kumar. Reaffirming her party's resolve, Congress MP Renuka Chowdhury declared that their pushback will not relent until accountability is established. She stated,

The Constitution has given us the right to raise our voice.
Chowdhury maintained that questioning unemployment and defending citizen rights are integral duties, affirming that the opposition will continue challenging administrative overreach across varied democratic forums.

Tightened Security Grid Across Railway Hubs

To thwart disruptions and monitor crowd ingress ahead of the planned CJP gathering, railway policing units have turned the city's rail infrastructure into a high-security zone. DCP Railways B. Bharat Reddy revealed that round-the-clock deployments are active across seven major rail stations in the capital. This specialised deployment includes 334 GRP personnel, approximately 120 women police officers, and 14 full companies drawn from Central Armed Police Forces stationed at critical transit junctures.

Surveillance efforts remain heavily concentrated around the periphery of New Delhi Railway Station. Specialised monitoring teams inside CCTV control rooms are tracking crowd densities and platform activity around the clock, while parallel teams keep watch on social media threads and traveller patterns arriving from various interstate lines. Railway officials affirmed that lawful travelers face no hurdles, though zero tolerance will apply to rule-breakers. However, as part of advance security measures, certain train trips terminating at or departing from New Delhi and Hazrat Nizamuddin have been cancelled between 4:00 AM and 2:00 PM on October 10.

Protests are one thing, but why should daily commuters suffer? Shutting down the entire metro and rail network isn't a solution. The court stepped in just in time; otherwise, ordinary people trying to earn a living would have been stranded.

Arjun ji, you are totally right that daily earners suffer a lot, but will the administration actually manage to keep metros and trains fully running after the court's order?

Last time a gridlock like this happened, it took me three hours just to reach Karkardooma Court. When the metro shuts down too, walking becomes the only way out. This court order is a big relief for daily commuters because ordinary people always end up paying the price for these protests.

Karan, getting stuck on the way to Karkardooma Court is a nightmare when the metro shuts down. The court's stand makes total sense.
