Private educational centers and coaching facilities operating across Assam are set to undergo strict state regulation following the approval of comprehensive guidelines designed to safeguard student well-being. Under the newly sanctioned Assam Private Coaching Institutes (Control and Student Mental Health Safeguard) Rules, 2026, the state government has established a compulsory framework for managing private educational centers. Chief Minister Himanta Biswa Sarma highlighted that any private coaching institute catering to 50 or more students must complete a mandatory registration process to operate legally within the state.
District Supervision and Annual Compliance Requirements
Administrative oversight for this regulatory mechanism has been assigned directly to local governance channels. The District Commissioner of each respective district will act as the authority supervising the entire enrollment and verification workflow. Once an institute obtains its initial approval, it cannot operate indefinitely on a single license. Instead, every registered educational center must undergo annual registration renewal to maintain valid operating permits year after year. As part of this recurring compliance procedure, center management must regularly produce formal infrastructure safety certificates to demonstrate complete adherence to structural security standards.
Infrastructure Safety Standards and Mental Health Measures
To ensure physical security on campus premises, the framework mandates compliance with strict safety directives outlined in the National Building Code (NBC). Facilities must also meet all applicable infrastructural and operational criteria issued by central educational bodies, including the All India Council for Technical Education (AICTE) and the University Grants Commission (UGC). Beyond structural guidelines, the policy places a heavy emphasis on psychological care for enrolled students. Every qualifying coaching facility must submit concrete evidence showing it has appointed a qualified professional counsellor. These counsellors will provide dedicated guidance, resolve psychological pressures, and address the overall mental well-being of young learners. Through these uniform measures, the state intends to establish standardized operational practices, upgrade safety infrastructure, and create a supportive educational ecosystem across all coaching facilities.
