Investigators are also closely examining the exact roles played by local support systems and sympathizers who facilitate these activities on the ground.

The anti-terror agency focused its recent sweep on five specific districts across the region. These locations span across Srinagar, Kupwada, Anantnag, Pulwama, and Budgam. Multiple teams moved simultaneously into these areas to secure vital clues and materials that could expose the deeper layers of the conspiracy network operating within the valley.
Origin of the Case and Legal Framework
The ongoing probe stems from an initial case registered under FIR number 0024/2026 at the Zakoora police station in Srinagar. Taking over the investigation, the federal agency formally re-registered the matter as RC-02/2026/NIA/JMU. The charges invoked in the case include Section 23 of the UA(P) Act, Sections 7 and 25 of the Arms Act, and Section 4 of the Explosive Substances Act, reflecting the grave nature of the allegations.
The Arrest That Triggered the Probe
The trail leading to these extensive searches began late at night on March 31, 2026. Security forces manning a checkpoint intercepted and apprehended an over-ground worker linked to the proscribed terrorist outfit Lashkar-e-Taiba. Authorities recovered a live hand grenade and live ammunition from the possession of the suspect, setting off a chain of arrests involving Pakistan-based handlers and local operatives.
Modus Operandi of Pakistan-Based Handlers
According to findings emerging from the investigation, handlers sitting across the border maintained active communication channels with local accomplices. These domestic associates were assigned various tasks, including logistical support, facilitating terrorist movement, arranging safe houses, conducting reconnaissance, and managing communication networks to evade law enforcement agencies.
Tracing Funds, Communications, and Arms
To dismantle the entire terrorist apparatus, investigators are scrutinizing financial transactions, communication modes, suspect movements, and the exact supply routes of weapons and explosives. The agency noted that newly seized material is currently being analyzed and cross-referenced with existing evidence gathered during the course of the probe.
Broader Crackdown on Terror Infrastructure
This operation follows recent intelligence indicating renewed attempts to revive the banned Jamaat-e-Islami network in Jammu and Kashmir, which had previously triggered multi-location raids. In a related push against militant finances and logistics, authorities also recently attached properties belonging to accused individuals linked to terror networks in Baramulla.
