The Manipur administration has decided to transfer the investigation into the fatal attack on a couple in Tollen village, located within Tamenglong district, to the National Investigation Agency (NIA). This formal decision was reached after intense public outrage and a strict ultimatum issued by Kuki-Zo civil society groups, who demanded swift justice and heightened protection for local residents.
Six-Point Agreement Reached Between Officials and Joint Action Committee
To formalize the decision, a detailed six-point Memorandum of Understanding (MoU) was signed between state authorities and the Joint Action Committee (JAC), which was formed specifically to seek justice for the deceased couple, Seikhoneh Singsit and Lhingjangai Singsit. Representing the state government in the agreement were the Superintendent of Police for Tamenglong and the Sub-Divisional Officer of Tousem.
Tragic Incident Leaves Four Minor Children Orphaned
The tragic incident took place on September 13 at Tollen village, when armed assailants allegedly attacked and killed the couple. The violence resulted in four minor siblings aged 12, 10, seven, and four years being left without their parents. During the assault, the youngest four-year-old child suffered severe injuries and remains in critical condition.
Key Commitments and Government Warranties Under the MoU
Under the terms established in the pact, state authorities gave explicit guarantees that the homicide investigation would be transferred to the NIA immediately. Additionally, the administration committed to funding and arranging the highest standard of medical treatment for the injured four-year-old until complete recovery is achieved.
The agreement also mandates immediate ex-gratia financial support for the surviving family, along with a comprehensive rehabilitation framework for the four children. Government backing for all four siblings will continue uninterrupted until each of them attains adulthood.
Security Reinforcements and Strict 30-Day Implementation Timeline
Addressing security concerns in the region, the MoU provides for the adequate deployment of Central security forces across designated vulnerable areas, including Tollen, Kaimai, and Thingtuhbung-Kulbung. Both parties agreed that all six points outlined in the MoU must be fully implemented within a 30-day timeframe. Should the administration fail to fulfill these obligations within the stipulated period, the state government will be held directly accountable for any future untoward incidents in the area.
Background of Rising Tensions in Tamenglong District
This agreement comes against a backdrop of escalating regional tensions following armed assaults in Tollen and Longpi that tragically claimed the lives of four civilians. Civil society bodies, including the Kuki Inpi Jiribam, Tamenglong and Noney (Kuki Inpi JTN) alongside other Kuki-Zo organizations, had previously issued a resolute ultimatum demanding strict legal action against the perpetrators and robust security measures for vulnerable Kuki-Zo settlements.
