Oil marketing companies revised the retail prices of commercial liquefied petroleum gas cylinders starting November 1, 2026, pushing costs upward across major metropolitan markets. While businesses using 19 kg commercial cylinders will see an increase ranging between Rs 10 and Rs 17 per unit, domestic households have received a reprieve as 14.2 kg cooking gas cylinder tariffs remain untouched for the fifth consecutive month. Piped Natural Gas prices across urban distribution networks are also holding steady, alongside existing operational rules governing biometric verification and cylinder booking timelines.
Metropolitan Pricing Breakdown for Commercial Cylinders
The smallest upward revision among metropolitan centers was recorded in the national capital. Commercial buyers in Delhi face an increase of Rs 10, bringing the price of a 19 kg commercial LPG cylinder to Rs 2,820, up from the October 2026 rate of Rs 2,810 per cylinder.
Kolkata recorded the steepest rise across all major markets. In that city, the 19 kg commercial cylinder price increased by Rs 17, moving the retail price to Rs 2,971 per unit in November 2026, compared to Rs 2,954 in the previous month.
In Mumbai, commercial gas cylinder rates moved higher by Rs 10.50, setting the current retail figure at Rs 2,775 per cylinder against October's level of Rs 2,764.50. Meanwhile, commercial consumers in Chennai must pay Rs 2,994.50 per 19 kg cylinder this month, which represents a hike of Rs 11.50 compared to the October 2026 price of Rs 2,983.
Domestic LPG Pricing Architecture Kept Unchanged
Retail rates for 14.2 kg domestic LPG cylinders remain frozen in November 2026, extending an unchanged price environment that has lasted since June 7, 2026. On that date, domestic cylinders supplied under the Indane, HP Gas, and Bharat Gas brands saw an increase of Rs 29, which had followed a significant upward revision of Rs 60 on March 7, 2026.
Because no new adjustments were made for November 2026, domestic cooking gas rates across representative regional centers stand as follows
- Delhi: Domestic 14.2 kg cylinders are priced at Rs 942.
- Kolkata: The domestic cylinder rate remains at Rs 968.
- Mumbai: Consumers in Mumbai pay Rs 941.50 per domestic cylinder.
- Chennai: Domestic cylinders in Chennai are retailing at Rs 957.50.
- Patna: The highest domestic LPG price in the country continues to be recorded in Patna, where a cylinder costs Rs 1,031.50.
Piped Natural Gas Tariffs Hold Across Urban Networks
Retail tariffs for Piped Natural Gas distributed directly into households remained broadly stable throughout the country entering November 2026. Across various city gas distribution territories, current piped supply prices include
- Delhi: Domestic PNG continues to be supplied at Rs 49.60 per Standard Cubic Meter (SCM).
- Kolkata: The rate in Kolkata stands at Rs 50 per SCM.
- Mumbai and Chennai: Both coastal metros share an identical price point of Rs 52 per SCM.
- Gurgaon and Jaipur: Residents in both Gurgaon and Jaipur pay Rs 51.50 per SCM.
- Noida: The PNG tariff in Noida is fixed at Rs 49.46 per SCM.
- Bhubaneswar: The supply price in Bhubaneswar stands at Rs 49 per SCM.
- Bangalore: Consumers in Bangalore face a rate of Rs 53 per SCM.
Biometric Aadhaar Authentication and Subsidy Mechanisms
The requirement for LPG consumers to complete biometric Aadhaar authentication remains active through November. Consumers who have not completed electronic Know Your Customer procedures will find their entitlement to subsidized LPG refills directly affected.
Under the Pradhan Mantri Ujjwala Yojana framework, beneficiaries without verified e-KYC credentials cannot receive cylinders at concessionary prices. Typically, the central government delivers an LPG subsidy ranging between Rs 200 and Rs 300 straight into beneficiary bank accounts through Direct Benefit Transfer mechanisms, which cushions the effective purchase price.
Ministry guidelines outline that consumers who have yet to complete the required Aadhaar authentication will be able to book refills at the Retail Selling Price with subsidy benefits restored as soon as the verification process is formally concluded.
Provisions for Non-Compliant Users and Booking Mandates
Consumers who are either unwilling or unable to undergo biometric Aadhaar authentication will not be completely excluded from fuel access. However, they must record this specific preference across their respective oil marketing company's digital platforms, including consumer websites, mobile applications, WhatsApp automated chat features, interactive voice response systems, or other designated touchpoints.
Per official ministry directives, these consumers will be supplied with fuel exclusively at prevailing market prices without any government subsidy. Furthermore, deliveries will be restricted to 5 kg or 10 kg cylinder sizes, contingent upon local distributor stock availability. Additionally, the mandatory 25-day minimum waiting period between consecutive refill bookings remains in force for all urban and rural households throughout November 2026.
PNG Infrastructure Push and Transition Directives
While reports indicate that multiple states are currently facing obstacles in enrolling new consumers for standard 14.2 kg Indane, HP Gas, and Bharat Gas connections with further operational clarity still pending, piped gas expansion is progressing under official programs. The government introduced PNG Drive 3.0 alongside the dedicated MyPNG Portal to accelerate the country's broader movement toward natural gas consumption. The unified national consumer interface was set up to centralize service requests, improve consumer transparency, and streamline interactions with City Gas Distribution companies.
Simultaneously, a transition policy in effect since May 2026 continues to operate through November. Under this rule, household consumers switching from traditional cylinder services to residential PNG connections are granted a mandatory 30-day window to surrender and terminate their existing LPG subscriptions with Indane, HP Gas, or Bharat Gas.
