A fresh travel provision aimed at lowering daily commuting costs for highway neighbours has officially taken effect from November 1, 2026. The government has introduced a dedicated Concessional Local Pass specifically tailored for eligible non-commercial vehicle owners whose verified residence falls within a 20-kilometre perimeter of a National Highway fee plaza. With more than 13 crore FASTags already issued across the country, this revision is structured to expand affordable transit solutions and enhance everyday ease of movement for local residents.
Differential Annual Pricing Based on Municipal Boundaries
The revised FASTag framework establishes a distinct two-tier pricing structure rooted in the administrative jurisdiction of the toll location. Under this setup, fee plazas positioned outside municipal or local town limits will provide an annual concessional pass at a reduced rate of Rs 1,500. Conversely, fee plazas that operate inside these municipal boundaries will retain the standard annual fee of Rs 3,000.
This arrangement grants private passenger car drivers living within the 20-kilometre bracket the freedom to evaluate their transit patterns. Commuters can choose to either retain an existing annual pass at Rs 3,000 or transition over to the newly announced Rs 1,500 tier if their specific plaza qualifies. Furthermore, eligible motorists retain the flexibility to decide between standard monthly commuting passes and this newly introduced local annual pass according to their routine driving needs.
Eligibility Parameters and Usage Limitations
To ensure targeted application, the framework imposes clear stipulations regarding vehicle type, driver documentation, and route permissions
- Private Vehicle Restriction: The concessional fee structure applies exclusively to private passenger car owners. Heavy commercial vehicles, cargo carriers, and other commercial transport categories are categorically excluded from obtaining this concession.
- Strict Residence Radius: Applicants must establish that their genuine residence is situated within 20 kilometres of the specific National Highway fee plaza.
- Operational Electronic Tag: The vehicle must be fitted with an active, functional, and properly validated FASTag to enable smooth electronic toll processing.
- Plaza-Specific Non-Transferable Coverage: Official guidelines clarify that each issued pass functions solely at the single designated fee plaza for which it was purchased and cannot be shifted, credited, or transferred to any other plaza. For example, acquiring a Rs 1,500 pass for Plaza A within a driver's 20-kilometre perimeter allows passage only through that location; it will not grant toll benefits at neighbouring Plaza B.
Exclusions on Expressways and Alternate Routes
Despite offering notable annual savings, the concessional pass model does not operate universally across the highway network. Specific operational environments remain outside the purview of the new scheme
- Closed User-Fee Networks: Concessional local passes are unavailable on National Highways or access-controlled expressways where toll charges are computed and collected through a closed user-fee system.
- Availability of Parallel Roads: The concessional facility will not be issued or honoured at toll plazas where dedicated service lanes or viable alternate roads are already maintained for commuter traffic.
Step-by-Step Verification and Application Process
Drivers navigating regular highway commutes within their local area can save up to Rs 1,500 annually by transitioning to the lower fee tier where applicable. Before applying, motorists should follow a systematic verification checklist
First, verify that your home address sits strictly within the requisite 20-kilometre radial boundary from the target toll plaza. Second, verify that your FASTag account remains active, funded, and free of operational blocks. Third, determine whether the relevant toll plaza is situated outside civic boundaries under the Rs 1,500 schedule or inside local municipal limits under the Rs 3,000 bracket. Finally, access official FASTag or NHAI communication channels to review detailed documentation mandates and file the application. Because the Rs 1,500 pass cannot be applied at every plaza, reviewing route specifics in advance ensures an uninterrupted commuting experience.
