He earned the scholarly title of Shastri from Kashi Vidyapith, which subsequently became permanently associated with his name. Following Indian independence, he served as Parliamentary Secretary in Uttar Pradesh before taking charge of the Police and Transport ministries in the cabinet of Govind Ballabh Pant. During his tenure as transport minister, he pioneered the recruitment of female bus conductors, and as police minister, he introduced the use of water jets instead of wooden batons to disperse crowds peacefully.
