A wave of violent civil unrest has engulfed Pakistan-Occupied Kashmir (PoK), driven by escalating public anger over skyrocketing food and electricity prices, alleged electoral fraud, and decades of systemic administrative neglect. Security forces responding to protests led by the Joint Awami Action Committee (JAAC)—a unified umbrella coalition representing civil society groups, local merchants, and student bodies—have launched a deadly crackdown, resulting in the deaths of more than 40 civilians and leaving hundreds of others injured across the region.
Mounting Economic Strain and Severe Cost-of-Living Crisis
At the root of the widespread protests is a severe cost-of-living crisis that has pushed local households to the brink. Citizens are fiercely demonstrating against exorbitant electricity tariffs, demanding that power rates be calculated based on the low-cost hydroelectricity generated locally by the Mangla Dam. Protesters argue that despite hosting major power generation infrastructure, residents are subjected to unbearable utility bills while the benefits are diverted elsewhere.

Allegations of Poll Rigging and the Refugee Seat Controversy
Beyond economic grievances, political disenfranchisement and state manipulation have intensified public resentment. Tensions spiked following the first phase of local body elections held on July 27 in PoK, which were marred by widespread allegations of systematic election rigging. Protesters accuse the Pakistani administration of tampering with the voting process to secure political leverage and install favorable local representatives.
A central political demand of the ongoing demonstrations is the complete abolition of the 12 assembly seats reserved for refugees within the PoK legislative body. Movement leaders assert that these reserved seats are routinely exploited by authorities in Islamabad to manipulate election outcomes, bypass the genuine democratic choices of resident voters, and maintain political control through proxy administrations.
State Repression, Communication Blackouts, and Human Rights Abuses
Following calls by activists for a "Long March" and region-wide general strikes, state security forces responded with heavy-handed measures. The aggressive suppression of peaceful assemblies has left over 40 citizens dead and hundreds hospitalized. In an effort to delegitimize the uprising, local authorities declared the Joint Awami Action Committee (JAAC) a banned entity under anti-terrorism laws, accusing its leadership of inciting violence against the state.
To suppress information and stifle further mobilization, authorities instituted a complete shutdown of mobile internet and telecommunication networks. Reports from the region indicate that security agencies have blocked the transportation of essential medical supplies and basic food rations. Reacting to the escalating violence, India’s Ministry of External Affairs strongly condemned the state-sponsored crackdown in PoK. Indian diplomats stated that the ongoing turmoil is the natural outcome of decades of illegal occupation, economic exploitation, and administrative oppression by Pakistan, which has consistently denied fundamental rights to the local population. India urged the international community to hold Pakistan accountable for systemic human rights violations in the occupied territory.
Concurrently, the United Nations High Commissioner for Human Rights expressed grave concern over reports of extrajudicial killings, excessive force, and police brutality in PoK, calling for an immediate, independent, and impartial investigation into the deaths.
