Replying to the opposition's no-confidence motion in the Chhattisgarh Vidhan Sabha, Chief Minister Vishnu Dev Sai said in Raipur on July 17, 2026, that the motion was really a challenge to the trust and mandate of the state's three crore people rather than an attack on his government. He used his reply to lay out a detailed account of his administration's work over the past two and a half years, arguing that voters had repeatedly endorsed the path of development and good governance.
CM's Response in the Assembly
Sai reminded the House that in the 2023 assembly election, the Lok Sabha election that followed, and then the urban local body polls, the electorate had each time placed its faith in development, good governance and Prime Minister Narendra Modi's guarantees. He said that ever since taking office, the state government has spent the last two and a half years turning most of its promises and Modi's guarantees into ground reality, and that these achievements are themselves the clearest proof of the government's working style and public trust.
Farmers, Women and the Poor Take Priority
The Chief Minister said farmers, women, the poor, youth, tribal communities and every section of society have topped his government's list of priorities. He noted that paddy has been procured from farmers at Rs 3100 per quintal, with two years of pending bonus payments also cleared. Under the Mahtari Vandan Yojana, close to 70 lakh women have so far received honorarium payments totalling more than Rs 18,800 crore. Beyond that, the Pradhan Mantri Awas Yojana has been rolled out effectively for poor families, which he described as concrete proof of the government's commitment.
A New Push for Women's Empowerment
Sai separately highlighted the government's work on women's economic and social empowerment. Alongside the Mahtari Vandan Yojana, more than 10 lakh 40 thousand women have been turned into 'Lakhpati Didis'. To encourage women to register property in their own names, the government is offering a 50 percent discount on registry fees and a one percent rebate on stamp duty. Self-help groups have been reconnected with employment opportunities, and Sai said the goodwill of women remains his government's single biggest strength.
Record Numbers and New Steps in Agriculture
On agriculture, the Chief Minister said record paddy procurement has gone hand in hand with the Krishak Unnati Yojana, zero percent interest agricultural loans for farmers, a push for crop diversification, and an assured supply of fertilisers. To expand irrigation, water resource projects have received administrative approvals in record numbers, resulting in a marked increase in the state's irrigation coverage.
Historic Decisions for Tribal Communities
Sai described decisions taken for tribal development as among his government's biggest achievements. Remuneration for tendu leaf collectors has been raised, the discontinued Charan Paduka Yojana has been restarted, and relief measures have been announced for forest rights certificate holders. Through the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan and the Pradhan Mantri Janman Yojana, roads, electricity, drinking water, housing and health facilities are being extended to thousands of tribal villages, with particular attention to the most vulnerable tribal groups. He also pointed to the expansion of the Tribal Youth Hostel in Delhi, the state's hosting of the Khelo India Tribal Games, and ongoing projects for a tribal museum and the Shaheed Veer Narayan Singh memorial.
Curbing Naxalism, Strengthening Law and Order
The Chief Minister claimed his government has achieved historic success in improving law and order and eliminating Naxalism. He credited a strategy built around security, development and public trust, guided by Prime Minister Modi and Union Home Minister Amit Shah, for ushering in a new phase of peace in the state. A police commissionerate system has been introduced in Raipur, and new cyber police stations are being set up to tackle cybercrime.
Jobs for Youth and a New Industrial Policy
Sai said providing youth with more employment, better education and skill-development opportunities remains a government priority. He said the new industrial policy has strengthened the investment climate in the state, with investment summits held both within the country and abroad drawing proposals worth more than Rs 8 lakh 23 thousand crore, expected to generate lakhs of jobs in the years ahead. The state is also moving fast in textiles, semiconductors, artificial intelligence, AI-SEZs, data centre parks and electronics manufacturing.
Expansion in the Energy Sector
Speaking on energy, the Chief Minister said the government has focused on generation, transmission, distribution and renewable energy expansion alike. Under the Pradhan Mantri Surya Ghar Muft Bijli Yojana, solar plants have been installed on more than 76,000 homes so far, while the Mukhyamantri Bijli Bill Samadhan Yojana has brought relief to over 12 lakh consumers. Farmers' irrigation pumps have been electrified on a large scale, and Chhattisgarh has moved to the top of the country in plant load factor. Work is also progressing rapidly on new thermal power projects, pump storage projects and solar energy projects.
Transparent Use of Mineral Resources
Sai said transparent use of mineral resources and effective operation of the District Mineral Institution Fund have given fresh momentum to the state's development. The state has earned record mineral revenue while rolling out systems such as Khanij Online 2.0 and DMF Portal 2.0. More than 82,000 development works have been completed so far. Auctions of mineral blocks, efforts to develop strategic minerals like lithium, and a new sand policy have together built a transparent and accountable system, alongside a crackdown on illegal mining and large-scale tree plantation drives for environmental protection.
Gains in Digital Connectivity, Education and Health
The Chief Minister said notable progress has also been made in digital infrastructure, education and health. More than 829 mobile towers have been installed in remote areas, while BharatNet Phase 3.0 is connecting thousands of gram panchayats to high-speed internet. In school education, a rationalisation process has ended the long-standing problem of teacher-less schools. On the health front, the Ayushman Bharat Yojana now covers most families across the state. Listing out these figures and decisions, Sai reiterated that these very achievements show the opposition's no-confidence motion is aimed not at his government but at the mandate the people themselves have given it.
