In the complex political landscape of Uttar Pradesh, the Najibabad Assembly constituency in Bijnor district holds a distinct place. Representing seat number 17 in the state assembly, this segment forms a vital part of the Nagina Lok Sabha constituency. At present, the constituency is represented by Samajwadi Party legislator Tasleem Ahmad, who has registered three consecutive victories from this seat. Ahmad entered the assembly for the first time in 2012 on a Bahujan Samaj Party ticket, before switching allegiance to the Samajwadi Party and winning the subsequent two elections as its official nominee. On the other hand, the Bharatiya Janata Party has finished as the runner-up in the last three assembly elections. The saffron party secured its solitary victory in Najibabad back in 1991, and has not managed to win the seat since. A detailed examination of electoral trends over the past three decades reveals significant shifts in local alignments and sets the stage for the 2027 state elections.
The 1991 Polls and BJP's Solitary Victory on a Reserved Seat
During the 1991 Uttar Pradesh assembly elections, Najibabad was categorized as a reserved constituency for Scheduled Castes. Contested in the backdrop of the Ram Janmabhoomi movement and the Ayodhya firing incident, which propelled the BJP to its first absolute majority government in the state, the election in Najibabad delivered a decisive outcome. BJP candidate Rajendra garnered 34,730 votes, defeating his nearest rival Tilak Ram of the Communist Party of India by a margin of 15,829 votes. Tilak Ram secured 18,901 votes, while the Bahujan Samaj Party occupied the third position with its candidate Dinesh Kumar polling 15,327 votes. This win marked the first and only assembly victory for the BJP in Najibabad.
Left Party Breakthrough in 1993 Under Ram Swroop Singh
The political ground shifted significantly during the 1993 mid-term assembly elections when the Communist Party of India (Marxist) established its presence in Najibabad. CPI(M) candidate Ram Swroop Singh secured 46,401 votes, overcoming sitting BJP MLA Rajendra Prasad by a margin of 5,912 votes. Rajendra Prasad was restricted to 40,489 votes, failing to retain his seat. The BSP once again fielded Dinesh Kumar, who managed to collect 16,327 votes, while Congress candidate Asha Chaudhary finished in fourth place with 11,518 votes. This victory marked the beginning of a prolonged Left dominance in the area.
Ram Swroop Singh Retains the Seat in 1996
In the 1996 assembly contest, CPI(M) leader Ram Swroop Singh consolidated his electoral standing by clinching a second consecutive term. Contesting under the Left banner, Singh polled 58,370 votes against BJP nominee Raja Ram, who secured 46,961 votes. The outcome was settled by a victory margin of 11,409 votes. The Bahujan Samaj Party made significant gains by fielding Sheeshram, who finished in third place with 42,588 votes, signaling an intensifying multi-cornered contest in the region.
A Hat-Trick of Wins for the Left in 2002
Data from the Election Commission of India indicates that the 2002 assembly election turned into a direct face-off between the Left and the BSP. CPI(M) candidate Ram Swroop Singh received 40,426 votes, narrowly edging out BSP nominee Sheeshram, who secured 35,584 votes. Singh won by a margin of 4,842 votes to complete a remarkable hat-trick of victories. In this election, the Rashtriya Lok Dal was in an alliance with the BJP and fielded Arvind Chaudhary, who collected 27,377 votes to finish third.
BSP's Statewide Surge and Sheeshram's 2007 Triumph
The 2007 assembly election coincided with the Bahujan Samaj Party securing a standalone majority across Uttar Pradesh, bringing an end to the Left's winning streak in Najibabad. The BSP placed its trust in Sheeshram for the third consecutive time, and the decision yielded results. Sheeshram secured 49,848 votes, defeating CPI(M) candidate Raj Kumar, who polled 41,860 votes. Sheeshram won by a margin of 7,988 votes to hand the BSP its maiden victory in the seat. The BJP trailed in third place, with its nominee Susheela securing 18,404 votes.
Delimitation in 2008 and the 2012 General Seat Contest
Following the 2008 delimitation exercise, Najibabad was converted from a reserved seat into an unreserved general constituency. In the 2012 election, the BSP fielded Tasleem Ahmad, who faced a strong challenge from BJP candidate Rajiv Kumar Agarwal. Ahmad won the contest by securing 62,713 votes, defeating Agarwal by a margin of 11,583 votes as the BJP candidate finished with 51,130 votes. The RLD contested in alliance with the Congress and its nominee Abrar Alam polled 30,885 votes, while Samajwadi Party candidate Shahid Ali Khan managed only 28,597 votes.
Tasleem Ahmad Switches to SP and Wins a Close Contest in 2017
Ahead of the 2017 assembly election, Tasleem Ahmad departed from the BSP and joined the Samajwadi Party. Contesting on the SP ticket, Ahmad engaged in a fiercely competitive battle against BJP nominee Rajiv Kumar Agarwal. Official records show that Ahmad polled 81,082 votes, while Agarwal secured 79,080 votes. Decided by a razor-thin margin of just 2,002 votes, it was the closest assembly contest in Najibabad over the last three decades. BSP candidate Jaleel Ahmad finished third with 45,070 votes.
Ahmad Completes Hat-Trick in 2022 with Record Margin
The 2022 assembly election saw Samajwadi Party legislator Tasleem Ahmad achieve his third straight victory in Najibabad. Taking on BJP candidate Raja Bharatendra Singh, Ahmad secured an emphatic total of 1,02,675 votes compared to Singh's 78,905 votes. The resulting victory margin of 23,770 votes stands as the largest margin recorded in the constituency across the past eight elections. BSP nominee Shahnawaz Alam finished third with 44,727 votes, while Congress candidate Mohammad Salim Ansari stood fourth with 1,958 votes.
Three Decades of Seat History and Equations for 2027
Across the eight assembly elections held between 1991 and 2022, CPI(M) has won three times, BSP twice, SP twice, and BJP once. The Congress has not won the seat during this entire timeframe. Two leaders have achieved consecutive hat-tricks: Ram Swroop Singh of the CPI(M) across 1993, 1996, and 2002, and Tasleem Ahmad across 2012, 2017, and 2022.
Demographically, Najibabad has a decisive presence of Muslim, Scheduled Caste, and Other Backward Class communities. For the 2027 state elections, the contest is expected to feature the BJP and RLD alliance on one side, facing off against an SP and Congress partnership on the other. While the Samajwadi Party will aim to secure a fourth consecutive win for its incumbent camp, the BJP will seek to overturn its decades-long losing streak. Final candidate selections and community voting alignments are set to play a decisive role in determining the outcome.
