Mediation Efforts at a Critical Juncture

A regional intelligence official involved in the mediation process described the conflict as being at a critical tipping point. The official noted that mutual distrust is escalating on both sides, yet high-level communication remains active around the clock. Pakistan and Qatar's foreign ministers are currently spearheading the mediation efforts, with the intelligence chief from Egypt playing a central role as well. These efforts are supported by leaders from Saudi Arabia and Turkish President Recep Tayyip Erdogan. Notably, Turkey hosted the NATO summit which concluded on Wednesday.

The US government is reportedly angered by ongoing attacks on vessels in the Strait of Hormuz. Furthermore, the US has accused Iran of stalling critical negotiations regarding its nuclear program. Successful nuclear talks were viewed as a vital next step to transform last month's interim arrangement into a long-lasting peace treaty. Conversely, Tehran claims that Washington violated the agreement concerning the strait. Iran also contends that the US failed to enforce the ceasefire in Lebanon, specifically regarding the withdrawal of Israeli forces. These conflicting perspectives have made it difficult to keep the interim agreement viable.

Michael Eisenstadt, who directs the Military and Security Studies Program at the Washington Institute for Near East Policy, suggests that diplomacy is still active. He argues that negotiators are still engaged in dialogue, regardless of the president's public rhetoric, and that declaring the memorandum of understanding as finished is often a tactical component of the negotiation process. In contrast, Iranian lead negotiator and parliament speaker Mohammad Bagher Qalibaf maintains that the US has broken the pact, forcing a response from Tehran. Qalibaf stated on X that the era of extortion is over and that Iran will not fold under pressure.

Pakistan, which played a key role in brokering the earlier ceasefire, has warned against renewed fighting, stating that escalation serves neither party and that continued diplomacy is the only path toward regional peace. Meanwhile, the rhetoric from Donald Trump has shifted significantly; he recently used harsh language to criticize Tehran's leadership, a stark contrast to his remarks last month when he described them as rational and easy to deal with. Vice President JD Vance also signaled a firm stance, stating that if Iran attacks ships, the US will respond with force. Analysts suggest that Donald Trump frequently utilizes aggressive threats to gain leverage, similar to his tactics before previous truces. However, clear declarations that the ceasefire is finished could provide Iran with the impetus to resume military operations, posing a significant risk to oil prices and global financial market stability as mediators scramble to rescue the deal.
