River passenger transit across Assam's Barpeta district has been placed under stringent operational limits following a watercraft accident at Bohori Ghat that resulted in injuries to 15 passengers. The river crash highlighted severe navigational hazards along the waterways, prompting civic and disaster authorities to intervene immediately to avert further casualties during hazardous transit hours.
Strict Cutoff and Immediate Implementation
The regulatory directive, enacted by District Commissioner and District Disaster Management Authority Chairman Nabadeep Pathak, takes effect without delay and remains enforceable until subsequent instructions are issued. Under the newly established guidelines, both departmental vessels and private watercraft must conclude all passenger movements across district waterways before 4 pm on a daily basis. Ferry operators, lessees, and independent vessel masters have been ordered to schedule and finish their final crossings ahead of this daily deadline. Operations past the cutoff point are completely banned, with exceptions reserved strictly for unforeseen emergencies vetted beforehand by authorized personnel.
Tackling Navigational Risks and Inclement Weather
Heightened risks during late twilight and nighttime travel prompted the administrative intervention. Officials identified persistent winter fog alongside diminished visibility as primary drivers of dangerous conditions on open river channels. The mandate also dictates an immediate shutdown of ferry transit irrespective of the hour whenever local weather turns severe. Vessel activity must cease on the spot during heavy rain episodes, electrical storms, high wind gusts, or whenever meteorological advisories indicate treacherous conditions.
Licensing Standards and Mandatory Lifesaving Gear
Beyond operating hours, the regulatory order targets vessel safety standards and operational roadworthiness across Barpeta. Every watercraft ferrying travelers must possess verified licensing documentation alongside full sets of functional safety equipment. Life jackets and prescribed flotation devices must be stocked on board in sufficient quantities for all occupants. Watercraft lacking legal permits, failing fitness inspections, or operating without adequate emergency gear will be grounded immediately.
Enforcement Oversight and Statutory Penalties
Ground execution of the order has been assigned to Circle Officers alongside Inland Water Transport officials and Sectional Officers stationed across local river checkpoints. These administrative teams must monitor daily dockside practices within their jurisdictions and file routine compliance summaries with the Barpeta disaster authority. The administration issued a stern caution that non-compliance or failure to strictly enforce these measures will lead to penal proceedings under the Disaster Management Act, 2005, along with other applicable statutory provisions.
