Three Tiered Project Framework Introduced This Financial Year
According to pearl farming expert Dr. Ayub Hussain, the Uttar Pradesh administration introduced the pearl culture scheme during the current financial year to formalize financial backing for the sector. The program organizes state support around three clear capacity levels tailored to the varying water holdings of farmers. The initial tier targets small-scale cultivators utilizing ponds constructed under the Uttar Pradesh Khet Talab Yojana, allowing them to initiate cultivation with an allotment of 2000 mussels.
The intermediate category caters to farmers managing water bodies measuring under one acre, enabling them to operate a setup supporting 5000 mussels. For commercial growers who already operate active fish farms or hold unused large reservoirs, the top tier permits establishing projects housing up to 15000 mussels. State authorities have established an overall delivery target of deploying 175 such operational projects across Uttar Pradesh under the current budgetary framework.
Feasible on Minimal Land Holdings With Subsidized Capital
A key operational advantage of this initiative is its accessibility for smallholders possessing as little as one and a half bighas of land, proving that large land tracts are not a prerequisite for setting up an aquatic unit. To minimize upfront financial hurdles, the Uttar Pradesh government delivers a direct subsidy covering up to 40 percent of eligible project expenses. This financial relief mitigates initial capital risk while opening a route toward resilient profit margins from compact agricultural spaces.

Growers intending to establish pearl units under the state program can initiate their applications by visiting the Department of Fisheries situated within their respective district Vikas Bhawan premises.
