In the election held for the executive posts, BJP-backed council member from Kaza ward, Thinley Dechen, emerged victorious as the chairperson, while Suresh Kumar clinched the vice-chairperson position. Elections Concluded Following Prior Quorum Postponement
The polls for the twin posts were held after an extended delay. An earlier attempt to conduct the voting on September 21 had to be called off because the required quorum could not be met. Following that cancellation, October 5 was scheduled as the fresh date. When the proceedings commenced on Monday, all nine elected members of the zila parishad marked their attendance, clearing the way for a decisive voting process.
Close Margins and Voting Breakdown
The contest for the chairperson chair turned out to be a tightly fought affair. Thinley Dechen, representing the Kaza ward with BJP backing, secured five votes in her favor. Her challenger, Congress-supported candidate Shashi Kiran, managed to pull four votes. With this slender one-vote majority, Dechen captured the chairperson seat of the local governing body.
The election for the vice-chairperson post followed immediately, featuring member Suresh Kumar from Barpa ward against Lahaul-Spiti Vikas Manch-backed contender Ranjit. Suresh Kumar garnered a decisive tally of six votes, whereas Ranjit secured three votes. With a clear victory margin of three ballots, Suresh Kumar was declared elected to the vice-chairperson post, cementing the leadership structure across the nine-member council.
BJP Welcomes Outcome, Praises Peaceful Polling
Celebrating the election verdict, BJP leader and former legislator Ravi Thakur extended his congratulations to Thinley Dechen and the other newly elected council members. Ravi Thakur remarked that the triumph reflected public trust and the tireless ground efforts put in by party workers. He highlighted the support extended by women to BJP candidates as especially heartening. Additionally, he thanked the local administration for facilitating a fair and peaceful polling environment, noting that the victory has boosted the morale of party workers across the district.
Former Minister Ram Lal Markanda Raises Objections
In contrast to the celebrations, former cabinet minister and Lahaul-Spiti Vikas Manch president Dr. Ram Lal Markanda voiced sharp reservations over the election outcome. Markanda alleged that an informal understanding had previously been worked out between the BJP and the Congress. Under this purported arrangement, the chairperson post was meant for the BJP while the vice-chairperson seat was slated to go to the Lahaul-Spiti Vikas Manch.
Dr. Markanda contended that the Manch honored its part by backing the BJP candidate for the top seat, but the dynamic was disrupted during the vice-chairperson voting when Suresh Kumar won instead of an independent contender. Observers, however, view his remarks as a standard post-poll political reaction to the altered ground realities.

With the political race concluded, the focus shifts squarely to governance in the high-altitude tribal belt. The newly elected leadership of Thinley Dechen and Suresh Kumar now faces the task of accelerating local developmental initiatives.
