The Madhya Pradesh High Court in Jabalpur has officially refused to impose any stay on the ongoing promotion process being carried out under the 2025 promotion regulations. During the court proceedings, it was clarified that since the case is currently at the stage of evaluating interim applications, the state government must first be allowed to present its formal response. The court has set a deadline of July 13 for the state government to submit its reply. Until that time, no interim injunction will be applicable to the promotion process.
Full Freedom for Administrative Operations
During the session, the court emphasized that the state government retains complete freedom to proceed with its administrative functions. The state is fully authorized to continue all preparations and procedural tasks related to promotions without any legal impediment. The hearing witnessed a heated exchange between representatives of SAPAKS and AJAKS, following which the court underscored that the government remains unhindered in its day-to-day administrative duties.
Arguments from Represented Parties
The representatives for SAPAKS alleged that the state government is reneging on its promises, claiming that they possess video recordings from previous hearings as evidence of the government's earlier commitments. Conversely, Senior Advocate Rameshwar Thakur, representing AJAKS, argued that there is no written order in the court records mandating a freeze on the promotion process. He maintained that administrative actions cannot be stalled solely on the basis of verbal assurances.

Senior Advocate Manoj Sharma, appearing for SAPAKS, reminded the court that the Advocate General had previously assured the bench that no promotions would be finalized under the new rules until a final judgment was reached. He offered to present the video footage of the previous hearing to substantiate his demand for an immediate stay. After hearing arguments from both sides, the High Court declined to issue an interim stay, allowing the ongoing process to continue unhindered.
