NEW DELHI: Former National Investigation Agency (NIA) Director General Y. C. Modi has made striking revelations during an interview regarding the shelter and security enjoyed by notorious terrorist Hafiz Saeed. Modi stated that the Lashkar-e-Taiba founder is directly under the protection of the Pakistani Inter-Services Intelligence and the Pakistani government.
The Illusion of Custody and Heavy Protection
Modi detailed that while Hafiz Saeed is technically claimed to be under preventive custody, he moves about freely without actual restrictions. The security perimeter surrounding him surpasses even Z-plus security because he is well aware of the vast number of enemies he has made over the years.
Addressing international dimensions, Modi noted that the United States maintains its own bona fide intentions, which leads it to overlook certain realities despite Saeed being a designated international terrorist. Saeed remains the primary mastermind behind the 26/11 Mumbai attacks and has also been linked to directing Sajid Jatt, the mastermind behind the Pahalgam terror attack.
Rangers and Terrorists Forming Joint Security Rings
The former NIA chief emphasized that the Pakistani government provides absolute patronage to Saeed. Government officials regularly meet him and assist with his operations. Shockingly, his security detail features a combined force of terrorists and Pakistani Rangers working together to provide protection.
Referring to visual evidence from Bahawalpur and Muridke, Modi confirmed that terror camps have been re-established in these areas. Locations that took direct hits during Operation Sandhya have been rebuilt using funds provided by the Pakistani government in collaboration with front organizations. This regenerated infrastructure now stands ready as a fully functional markaz, further demonstrating that Pakistan continues to harbor terrorism.
Legal Steps and International Exposure
India previously handed over comprehensive dossiers after the 26/11 attacks detailing Hafiz Saeed, his family, Maulana Masood Azhar, and their associates, yet Islamabad took no meaningful action. Consequently, the NIA and Mumbai Police concluded thorough investigations and filed individual charge sheets against Saeed.
Following due procedural steps, this complete documentation is being formally submitted to the Ministry of Home Affairs and subsequently to the Ministry of External Affairs. The MEA will then issue formal summons through Pakistan's foreign ministry. This structured diplomatic and legal sequence is essential on the global stage to completely expose Pakistan's complicity.
Previously, Hafiz Saeed gained renewed attention when he was officially named as an accused in the Pahalgam terror attack by the NIA in its charge sheet. Legal proceedings escalated further when a court issued strict judicial orders against the fugitive terrorist.
