Officials have indicated that this marks the final window for completing the verification, warning that households failing to meet the timeline will have to procure their cooking gas refills at commercial rates. Under commercial pricing structures, refill costs could climb up to around Rs 1,600, whereas verified consumers entitled to subsidies currently spend approximately Rs 1,000 per cylinder.
Verification Coverage and Successive Extensions
Oil Ministry statistics show that as of September 19, 2026, more than 27.43 crore active domestic LPG users have successfully completed their e-KYC authentication, representing an overall coverage level of 89.9 percent. The regulatory authorities have continually shifted the cut-off date to ensure households have adequate opportunity to comply. The initial deadline was June 30, 2026. Following that, extensions were provided through July 31, August 7, August 15, August 23, August 31, and September 7. The financial consequences for users missing the deadline stem from the steep spread between subsidized domestic gas and commercial fuel. The prevailing rates for standard 14.2 kg domestic cylinders stand at Rs 942 in Delhi, Rs 941.50 in Mumbai, Rs 968 in Kolkata, and Rs 941.50 in Chennai. Data from the Indian Oil website shows that the 14.2 kg container accounts for nearly 90 percent of all LPG distributed nationwide and remains the standard cylinder for Indian households.
By comparison, 19 kg commercial cylinders, utilized primarily by commercial eateries, hotels, dining establishments, retail malls, food stalls, and small industrial operations with substantial cooking and heating demands, trade at much higher price levels. Current commercial rates stand at Rs 2,747.50 in Delhi, Rs 2,701 in Mumbai, Rs 2,884 in Kolkata, and Rs 2,916.50 in Chennai. If unverified domestic accounts are shifted to commercial scales, customers in Delhi could see a cost gap of as much as Rs 1,805.50 when comparing the Rs 2,747.50 commercial benchmark against the Rs 942 domestic baseline. Consumers in other metro markets face similar cost escalations.
Regulatory Purpose Behind Mandatory Aadhaar Verification
The September 30 deadline aligns with the government's directive enforcing mandatory biometric Aadhaar authentication beginning October 1, 2026. The policy aims to guarantee that subsidized fuel reaches genuine household consumers while curbing the illicit diversion of domestic cylinders into the industrial and commercial segments. The Oil Ministry has instructed state-run oil marketing companies, including Indian Oil, BPCL, and HPCL, to promptly withhold subsidy benefits from consumers who lack biometric authentication until their e-KYC is validated. Once the authentication process is finalized, subsidy-linked refill bookings will resume immediately. Consumers who have already cleared their biometric verification do not need to repeat the process and will experience uninterrupted refills.
Mounting Under-Recoveries on State-Run Fuel Retailers
Domestic cooking gas continues to be retailed substantially below its underlying procurement and processing expenses. According to ministerial disclosures, the implicit subsidy per 14.2 kg unit was calculated at roughly Rs 210 for September 2026, having spiked as high as Rs 721 per cylinder in June 2026.
