Uttarakhand has emerged as a pioneer state in soldier welfare across the nation. It has become the first state in India to set up a dedicated employment cell designed specifically for Agniveers returning home after completing four years of service in the armed forces. Concurrently, construction of the landmark Sainya Dham memorial in Dehradun has been completed and is slated for inauguration soon. Chief Minister Pushkar Singh Dhami stated that the memorial complex will stand as an enduring symbol of the state's rich military heritage and sacred sacrifices.
Dedicated Employment Cell and Reservation for Agniveers
Under the leadership of Chief Minister Pushkar Singh Dhami, the Uttarakhand administration has prioritized veteran and military welfare. The state cabinet officially approved the creation of the Agniveer Employment Cell to actively assist returning personnel in securing civilian jobs and professional opportunities. This initiative complements an earlier policy decision wherein the state government reserved 10 percent of positions in state government services for former Agniveers.
Enhanced Ex-Gratia for Martyrs and Village Statues
In a key cabinet session held on Tuesday, the government approved multiple landmark decisions aimed at supporting martyr families and preserving military history. Statues of fallen heroes who sacrificed their lives for the nation will be erected in their native villages to inspire future generations and express public gratitude toward their families.
Financial assistance for families of fallen soldiers has seen a major upward revision. The ex-gratia compensation for families of Param Vir Chakra recipients has been raised from ₹1.5 crore to ₹2 crore. For all other fallen heroes, the ex-gratia payment for dependents has been increased from ₹10 lakh to ₹50 lakh. Furthermore, both lump-sum grants and recurring annual allowances for gallantry award winners have been enhanced across the board.
Sainya Dham in Dehradun as a Landmark of Sacrifice
Construction work on the Sainya Dham memorial in Dehradun is now complete, and preparations for its public dedication are underway. Soil collected respectfully from the courtyards of every martyr's ancestral home in Uttarakhand has been brought to the site and preserved. Inscriptions detailing the courageous acts of all fallen soldiers from the state line the walls of the complex.
Chief Minister Pushkar Singh Dhami stated, "Our government is working with full commitment for the honor and welfare of brave soldiers, ex-servicemen, war widows, and martyr families."
Employment Rights for Families of Fallen Soldiers
The state government maintains a policy of offering a government job to one eligible family member of every martyr. To date, 28 eligible dependents have been successfully appointed to government service. To accommodate grieving families who may need additional time, the government has expanded the application eligibility window from two years to five years.
Stamp Duty Concessions, Legal Support, and Housing Goals
Serving personnel and veterans benefit from a 25 percent exemption on property stamp duty fees for real estate transactions valued up to ₹25 lakh. The government has also initiated targeted administrative measures to assist military families with pending land fraud cases in district courts, ensuring swift judicial relief.
Alongside military welfare, the administration continues its push for housing development. In a previous public announcement, Chief Minister Dhami reaffirmed the state's target to deliver permanent pucca houses to over 15,000 eligible families by December, ensuring secure shelter for every deserving household.
