Tensions between human populations and bears across Japan have reached an unprecedented crisis, prompting drastic government interventions and widespread ecological debate. Between April 2025 and January 2026, Japanese authorities and licensed hunters culled more than 14,000 bears in an effort to curb escalating wildlife encounters. Despite this massive reduction in the bear population, violent encounters have persisted across multiple regions. Since April, at least 6 people have died and over 35 others have sustained injuries in incidents reported across at least 9 prefectures, raising serious questions about the long-term effectiveness of heavy culling policies.
Severe Human Toll and Expanding Culling Targets
The official response to the crisis has intensified as safety concerns grow among local communities. During the ten-month period from April 2025 to January 2026, the total tally of culled bears surpassed 14,000, which included approximately 12,000 Asian black bears and nearly 2,000 brown bears. Facing continued public alarm, the Japanese government has set a target to cull roughly 8,800 additional bears during the current fiscal year. This comes on the heels of the previous year, which marked the most lethal period on record for bear attacks in Japan. That unprecedented cycle saw more than 230 human victims attacked, resulting in 13 tragic deaths. Northern prefectures like Akita and Iwate experienced the brunt of these encounters, with mountainous towns reporting frequent sightings in residential neighborhoods.
Climate Extremes and Forest Food Shortages
Environmental scientists and forestry researchers point to extreme weather conditions as a primary catalyst driving animals out of their natural habitats. Severe summer heatwaves severely disrupted the production of beech nuts and acorns, which serve as crucial dietary staples for bears preparing for winter hibernation. Additionally, conservationists have expressed grave concern over the drying up of Mongolian oak trees, widespread damage caused by acorn-eating insects, reduced seed production among Japanese beech trees, and a noticeable decline in pollinating insect populations. Deprived of adequate nourishment in high-altitude forests, bears have increasingly ventured down into low-lying towns and agricultural zones searching for fallen orchard fruit, domestic trash, and easily accessible food waste.
Demographic Shifts and Changing Forest Boundaries
Beyond immediate climate impacts, decades of demographic changes in rural Japan have fundamentally reshaped the country's landscape. Over recent decades, steady rural-to-urban migration has left vast tracts of farmland, orchards, and rural villages completely deserted. Over time, wild vegetation and dense forests expanded into these untended areas, effectively bridging previously separated wild animal habitats. Paradoxically, the historical conservation efforts designed to protect the Asian black bear and restore its population have succeeded so well that expanding bear ranges now directly overlap with human settlements, creating an ecological friction point that traditional management strategies struggle to control.
Conservationists Question the Culling Strategy
In response to rising casualties, authorities eased local restrictions to permit bear culling in populated zones, leading to the historic cull numbers. However, wildlife protection organizations argue that mass extermination fails to address the underlying environmental causes of the crisis. Yuko Muroya, president of the Japan Bear and Forest Society, warned that if large-scale trapping and killing continue at this rate, certain regional bear populations could face complete local extinction. Environmental experts advocate for comprehensive habitat management and food source restoration rather than relying solely on population reduction.
