Government personnel and pensioners across Arunachal Pradesh are set to receive their monthly financial entitlements ahead of schedule, following the state administration's decision to clear September earnings before an impending nationwide disruption in banking operations. State authorities have authorized the early disbursement of salaries, wages, and retirement benefits on September 25 to protect staff from the fallout of a planned three-day bank strike.
Comprehensive coverage across regular and contractual workforce
The administrative relief extends across all tiers of the state payroll without distinction. Regular civil service personnel, contingency laborers, casual daily wagers, and contractual staff will all receive their remuneration under this early clearance. Senior citizens drawing state pensions and retirees awaiting settlement of pending retirement arrears will likewise have their dues processed within this accelerated window.
Central finance ministry advisory prompted urgent state action
The decision was finalized following an advisory from the Union Ministry of Finance, which alerted regional authorities that banking services could face severe disruption between September 28 and September 30. Responding to the caution, Joint Secretary (Budget) Ikar Birchi issued an official directive on Thursday, categorizing the matter as urgent to avoid administrative bottlenecks.
Treasuries and disbursing officers tasked with swift processing
To ensure seamless delivery of funds into individual accounts, the government directed treasury and sub-treasury managers, drawing and disbursing officers (DDOs), and regional banking representatives to execute the necessary documentation and clearing protocols without delay. Field authorities have been told to finalize clearances strictly according to the revised timeline.
Union demands center on five-day banking week
The industrial action has been organized by the United Forum of Bank Unions (UFBU), an umbrella coalition representing several leading trade bodies in the banking sector. Chief among their grievances is the demand for a standardized five-day work week, requiring all Saturdays to be declared official holidays. Union leaders argue that working conditions should mirror the schedule already observed by the Reserve Bank of India, central government departments, and public insurance corporations.
