A sudden shift in political arithmetic has emerged ahead of the voting for 10 Rajya Sabha seats in Uttar Pradesh scheduled for October 16. The unexpected demise of Bharatiya Janata Party legislator Chhote Lal Verma, who represented the Fatehabad assembly constituency in Agra, has reduced the ruling party's numerical strength by one seat. In high-stakes upper house elections where every single vote is counted and calculated months in advance, such an alteration compels political strategists to rework their tallies and prepare for various voting eventualities on polling day.
Passing of Fatehabad Legislator and Current Assembly Strength
The 73-year-old lawmaker Chhote Lal Verma had been battling prolonged health complications. Following medical distress, he was admitted to Yatharth Hospital in Noida for treatment, where he breathed his last on September 24. His death leaves the Fatehabad assembly segment vacant. In the 403-member Uttar Pradesh legislative assembly, six seats were already vacant prior to this development. With Verma's passing, the tally of vacant seats has risen to seven, leaving 396 sitting members eligible to cast their ballots in the Rajya Sabha election. Consequently, the BJP's individual strength in the House has come down to 255 from 256.
Quota Formula Remains Intact at 37 First Preference Votes
Despite the dip in total eligible voters, the threshold needed to secure a single Rajya Sabha seat remains unaltered. Calculated on the basis of 396 members, a candidate continues to require 37 first-preference votes to register a victory. Therefore, while the total pool of ballots has changed, the winning benchmark remains locked at 37, meaning political parties do not see a reduction in the quota required to win individual seats.
Ruling Alliance Working on Math for Eight Seats
Under the revised legislative setup, the BJP holds 255 seats, while its allied partners account for 33 members. In addition, several other legislators are understood to be supporting the treasury benches. This combined strength provides the ruling coalition with adequate numbers to contest and aim for eight seats in the Rajya Sabha. Nevertheless, losing one assured vote means the coalition's floor management team must re-audit their allocation sheets to prevent any potential slip-ups during the balloting process.
Opposition Numbers and Two Secured Berths for Samajwadi Party
On the opposition benches, the Samajwadi Party holds 101 seats, supported by two members of the Congress, bringing their collective count to 103. With 37 votes needed per seat, the opposition requires 74 votes to ensure victory on two seats. The alliance comfortably clears this benchmark with 29 surplus votes in hand. However, should the opposition attempt to field a candidate for a third seat, it will fall short of the required threshold and need additional backing to cross the line.
Election Commission Schedule for Uttar Pradesh
According to the timeline announced by the Election Commission, the official notification for the biennial election will be issued on September 29. The deadline for filing nomination papers is set for October 6, followed by scrutiny of documents on October 7. Candidates will have until Friday, October 9, to withdraw their candidatures. Polling will take place on October 16 between 9:00 AM and 4:00 PM, with the counting of votes commencing at 5:00 PM the same evening. The complete election process is slated for conclusion by October 19.
