Under the proposed roadmap, the government plans to introduce 'Bharat NCAP 2.0' starting October 2027. Moving beyond standalone crash tests, this next-generation assessment program will evaluate a vehicle's entire safety value chain. Furthermore, to address driver behavior on Indian roads, the ministry is working on integrating a graded penalty point system into driving licenses and vehicle registration certificates.
Understanding Bharat NCAP and Current Vehicle Crash Testing
The Bharat New Car Assessment Program (Bharat NCAP) serves as India's official independent auto safety evaluation system. Under the current mechanism, passenger vehicles sold in the country undergo standardized crash tests and are assigned safety ratings ranging from 1 to 5 stars based on their structural performance. These evaluations focus primarily on the level of protection provided to both adult occupants and child passengers in the event of a collision. Higher star ratings indicate superior passenger protection during crashes. Providing stark figures at the convention, the Union Minister stated that India records approximately 5 lakh road accidents annually, resulting in nearly 1.80 lakh deaths every year. Crucially, a significant proportion of those killed in road mishaps belong to the 18 to 36 age group. The loss of young lives on such a scale inflicts severe emotional distress on families and inflicts a massive economic toll on the nation. Under the proposed policy, a graded penalty point system will be linked directly to driving licenses (DL) and vehicle registration certificates (RC). Motorists committing traffic violations, such as overspeeding, running red lights, or dangerous overtaking, will face automatic point deductions from their licenses. If a driver repeatedly violates traffic rules and exceeds a designated threshold of deducted points, their driving license will face temporary suspension or permanent cancellation. This mechanism aims to create a strong deterrent against persistent traffic offenses.
Incentivizing Safe Drivers: Insurance Benefits and Reward Mechanisms
The proposed licensing system relies on both deterrence and positive reinforcement. Nitin Gadkari explained that drivers who maintain a clean traffic record without violations will be eligible for financial incentives and preferential perks from insurance companies, such as reduced premium rates.
