To streamline business operations and lessen the compliance burden on small enterprises, the government is introducing major administrative reforms in the Goods and Services Tax system. Decisions finalized during the 57th GST Council meeting held on October 8 will take effect in a phased manner starting November 1, 2026. The revised framework aims to significantly assist small-scale traders and e-commerce vendors by simplifying registration procedures, expediting tax refunds, and minimizing procedural friction.
E-Commerce Sellers and Warehouse Space Inclusion
Under the updated regulations, small sellers operating across multiple states without dedicated physical offices can now declare the warehouse of an e-commerce platform as their primary place of business in those states. To qualify, a merchant must maintain an active physical business in at least one state where physical verification and Aadhaar authentication have been completed. Registration in secondary states will simply require the e-commerce platform's consent, eliminating the need for separate approvals from local tax officials. This reform is expected to benefit approximately 9.5 lakh small sellers across the country.
Streamlined GST Registration Procedures
To curb the frequent rejection of applications and reduce back-and-forth queries triggered by incomplete documentation, clear guidelines regarding submission requirements will be issued. The GST REG-01 application form is being updated with precise document selection options, while the portal interface will be made more user-friendly. These enhancements will reduce processing delays and ensure faster approval for legitimate new business registrations.
Automated GST Refunds and Shorter Processing Cycles
In a major boost to cash flow management, the tax portal will automatically process refunds for excess balances held in the electronic cash ledger without requiring tax officer intervention. For eligible claims under zero-rated supplies and inverted duty structures, automated risk assessments will enable the system to issue a 90 percent provisional refund upfront. Furthermore, the mandatory timeline for issuing application acknowledgments or deficiency memos has been reduced from 15 days to 10 days.
Threshold Limits for Show-Cause Notices and Timeline
To prevent unnecessary litigation and protect small traders from minor procedural disputes, a minimum threshold limit of Rs 10,000 is proposed for issuing show-cause notices. Administrative modifications will be implemented progressively starting November 1, 2026, whereas structural changes requiring legislative amendments are scheduled for implementation from April 1, 2027.
