Mungeli Panchayat Poll Grudge Leads to Murder: Man Kidnapped and Strangled Over Counting Agent Suspicion

Chhattisgarh police solved a murder in Mungeli where a defeated sarpanch candidate hired hitmen for Rs 1.2 lakh to kidnap and strangle Tulsi Sahu over an election loss dispute.

Cracking a blind murder case in the Mungeli district of Chhattisgarh, law enforcement authorities have unraveled a fatal conspiracy fueled by rural political hostility. A defeated sarpanch candidate, harboring bitter resentment after losing an election by a razor-thin margin of eight to nine votes, orchestrated the abduction and contract killing of a local man. The victim's body was tied with electrical cables and discarded in roadside shrubs before police investigators traced the crime back to the conspirator, resulting in the arrest of five individuals, including the prime accused.

Disappearance and the Grim Discovery

The incident occurred within the jurisdiction of the Sargaon police station, centered around the village of Pendri. The deceased has been identified as Tulsi Sahu, a resident of the area. On October 26, Tulsi's family approached the Sargaon police to file a missing person report after he failed to return home and remained completely untraceable. The local police immediately initiated a search operation to locate the missing youth.

During the initial search, Tulsi Sahu's motorcycle was found abandoned near the Jai Bholenath Rice Mill in Pendri 'Sa' village. Expanding the search perimeter, investigators discovered his dead body concealed amidst mud and dense thorny bushes along the roadside near Ganesh Minerals. Police registered a merg inquiry, drew up the panchnama, and sent the body for a post-mortem examination alongside a forensic evaluation. The medical and forensic assessments confirmed that the victim had been strangled to death, his feet were securely bound with electric wire, and the body had been deliberately concealed to destroy evidence. Following these findings, police registered crime number 166/2026 under Sections 103 and 238 of the Bharatiya Nyaya Sanhita (BNS) to launch an in-depth investigation.

The Core Motive: An Old Election Dispute

According to Superintendent of Police Bhojram Patel, dedicated police teams analyzed the crime scene, collected background details about the deceased, and tracked suspicious movements across surrounding areas. Relying on confidential tip-offs from informers and technical evidence, investigators identified an ongoing grudge stemming from a local panchayat election. Sustained interrogation and circumstantial evidence soon unmasked the criminal nexus behind the killing.

During police interrogation, the prime accused, identified as 40-year-old Dhaniram Sahu, confessed to planning the crime. Dhaniram stated that in the 2025 sarpanch election, he suffered a defeat by a margin of only 8 to 9 votes, while Jhuluram Verma emerged victorious as the new sarpanch. Tulsi Sahu had served as a counting agent during the vote tally. Dhaniram harbored a strong suspicion that Tulsi had deliberately maneuvered to get several of his valid votes rejected during the counting process, which directly led to his loss. Over time, this suspicion solidified into intense personal enmity.

A Rs 1.2 Lakh Contract and Murder in the Pump House

Driven by this persistent vendetta, Dhaniram Sahu partnered with his brother-in-law, Bhuvan Sahu, to eliminate Tulsi Sahu. To execute the plan, they established contact with Surendra Joshi, a resident of Kota in Bilaspur district, through an intermediary named Omnarayan Rajput. A contract deal of Rs 1.2 lakh was finalized for Tulsi Sahu's abduction and elimination, with an advance payment of Rs 70,000 handed over to the contracted individuals.

On October 25, when Tulsi Sahu rode out from his house on his motorcycle, the assailants tailed him closely. Catching him on an isolated stretch near the rice mill, they ambushed and kidnapped him. The abductors took Tulsi to a tubewell pump house located within the village. Inside the facility, Dhaniram and his accomplices tied Tulsi's legs tightly with electric wire. They subsequently used a gamchha (cotton towel) to strangle him to death on the spot.

Evidence Concealment and Legal Action

Following the murder, the perpetrators transported the body to the roadside, dumped it into the mud, and concealed it beneath thorny brushwood to evade detection. To erase forensic traces, the accused burned the gamchha used in the strangulation. They also hid the victim's shoes, jacket, mobile phone, and charger across different isolated locations to obstruct police tracking.

Police teams acted swiftly to apprehend five suspects, including the mastermind Dhaniram Sahu. All five individuals have been produced before the competent court and remanded to judicial custody in jail. Investigators noted that several other individuals are suspected of involvement in the conspiracy, and active operations are underway to trace and arrest them as the investigation progresses.

Hard to believe someone would hire a hitman just over an 8-9 vote loss. Was there really more to this grudge that hasn't come out yet?

Rohan, you are totally right. But it makes me wonder what else the police managed to get out of the other four killers during interrogation.
