Specialized Investigation Cell for Hoax Bomb Emails
The newly formed 'Hoax Bomb E-mail Investigation Cell' has been mandated to handle threat messages sent to schools, hospitals, transit hubs, and other public institutions. A primary challenge in these investigations involves perpetrators using advanced anonymization technologies, Virtual Private Networks (VPNs), and spoofed email services to obscure their identity.
This special cell will prioritize technical attribution, digital forensics, and suspect identification. To ensure swift progress during investigations, the cell will maintain direct channels of communication with global email service providers, telecom operators, and internet intermediaries to retrieve server logs and digital evidence rapidly.
Online Crimes Against Women and Children (OCWC) Wing
The second major wing established under D4C is the 'Online Crimes Against Women and Children' (OCWC) unit. This wing is tasked with preventing, investigating, and prosecuting digital crimes directed at vulnerable demographics across various online platforms. By monitoring central complaint streams, the wing will track organized cyber abuse networks, habitual offenders, and digital crime hotspots.
The OCWC wing will coordinate closely with the Indian Cyber Crime Coordination Centre (I4C), SPUWAC, district-level cyber police stations, social media platforms, and internet service providers. Its primary role involves securing critical electronic evidence for judicial processes and facilitating the prompt removal of offensive content. To ensure comprehensive assistance to victims and robust evidence handling, the OCWC wing will operate through four specialized functional branches
