Nayab Singh Saini Cabinet Clears Land Pooling Policy 2026 and Strict Regulations on Fraudulent Travel Agents

The Haryana cabinet approved seven key proposals, including a crackdown on donkey route networks, the Land Pooling Policy 2026, college recruitment rules, and TDR reforms.

In an extensive administrative meeting held in Chandigarh, the Haryana cabinet led by Chief Minister Nayab Singh Saini approved seven comprehensive agenda items targeting land acquisition, youth migration safety, college employment criteria, and urban development policies. The council of ministers also decided to convene a special session of the Haryana Legislative Assembly on November 26 to commemorate Constitution Day. The sweeping decisions address persistent civic challenges while formalizing long-term regulatory frameworks across sectors.

Stricter Oversight on Migration Agencies to Deter Donkey Routes

To curb deceptive recruitment practices, human trafficking, and unauthorized foreign migration networks widely described as the donkey route, the cabinet approved the Haryana Travel Agent Registration and Regulation Rules, 2026. Under these newly ratified provisions, obtaining an official registration will become mandatory for both existing businesses and fresh entrants operating within the travel and immigration consultancy domain.

The administrative scope mandates independent registrations for every new branch or distinct office opened by an agency. Furthermore, operators must secure individual registrations for specific services, encompassing passport facilitation, tour operations, study visa guidance, and commercial ticketing services. This layered registration framework is designed to prevent unregulated intermediaries from exploiting aspiring youth across the state.

The procedural mechanism requires the designated competent authority to issue the registration certificate within 30 days of receiving a verified police report. Each granted certificate will remain operational for a period of three years. To ensure public visibility and safeguard applicants, district-level directories of registered operators alongside their official credentials will be hosted on the Antyodaya Saral portal, as well as the official portals of the state home department and police department.

Introduction of Land Pooling Policy 2026

To streamline land procurement for major urban and infrastructure initiatives, the council granted formal approval to the Land Pooling Policy 2026. The structure guarantees that 50 percent of the total saleable land within an approved project layout will be returned directly to the participating landowners, with the balance 50 percent retained by the executing development agency.

Within the 50 percent allocation returned to land contributors, provisions exist for eligible landowners to receive commercial sites based on established entitlement norms. Specific dimensional thresholds have been introduced to standardize plot layouts, requiring a minimum area of 100 square meters for residential plots, 500 square meters for institutional developments, and 250 square meters for industrial allotments. Contributors possessing smaller fractional entitlements are permitted to merge their Land Entitlement Certificates to apply jointly for larger parcel sizes.

Addressing the economic gap during the project execution phase, the framework provides landowners with an interim financial grant of Rs 1 lakh per acre annually. This compensatory sum will be disbursed on a prorated basis in proportion to the contributed land area for a duration of four years, calculated from the registration date of the sale deed.

Revisions to College Cadre Service Norms

The cabinet cleared formal amendments to the Haryana Educational College Cadre (Group-C) Service Rules, 1986, establishing updated qualification and promotion benchmarks for Junior Lecture Assistant roles. Candidates applying through direct recruitment or seeking internal promotion are now required to have passed 10+2 with Physics, Chemistry, Mathematics, or Biology.

For candidates entering via direct recruitment, a minimum of five years of prior operational experience as a Laboratory Attendant in a recognized college is mandatory, within an eligible age bracket spanning 18 to 42 years. For internal career progression, candidates must hold 10+2 or equivalent qualifications along with five years of completed service as a Laboratory Attendant following regular appointment.

Modifications to Transferable Development Rights

Revisions were also sanctioned for the Transferable Development Rights (TDR) policy, which was originally notified on November 16, 2021. The formula governing the monetary valuation of TDR certificates has been recalibrated: calculations will now rely on the average collector rate prevalent on the exact date when the formal application is lodged. Correspondingly, the land parcel where the transferred rights are utilized will also be assessed using the average collector rate valid on the date of submission.

This revised calculation formula applies retrospectively to all pending cases where formal certification or in-principle approval for TDR utilization remains pending. In addition, the functional jurisdiction of TDR certificates has been expanded beyond the original boundaries. While previous regulations restricted usage to the specific development plan where the rights originated, developers can now deploy these certificates across alternative low-potential development zones across the state.

Cattle Welfare Funding and Stubble Management

Highlighting ongoing interventions in the rural and livestock sectors, the Chief Minister confirmed that substantial financial disbursements have been executed for gaushalas. Grant funds are routinely allocated toward animal fodder and the structural construction of sheltered sheds, with Rs 86 crore 95 lakh recently provided to 629 gaushalas across the state.

Addressing crop residue management, Chief Minister Saini noted that farmers are refraining from burning stubble and are instead converting agricultural waste into a source of income. This transition has been supported by the distribution of modern equipment provided by the government to enhance mechanized in-situ management and prevent seasonal environmental degradation.
