In an extensive financial enforcement action targeting illicit drug networks, police in Himachal Pradesh's Kangra district have frozen assets worth 1,01,55,718 rupees belonging to a convicted heroin peddler and her two children. The action was carried out under the provisions of the Narcotic Drugs and Psychotropic Substances Act alongside the Smugglers and Foreign Exchange Manipulators (Forfeiture of Property) Act after investigators traced the origins of the wealth directly to illicit narcotics distribution.
Origins in 2017 Heroin Seizure and Subsequent Conviction
The investigative trail originated from an FIR registered at the Indora police station on May 30, 2017, when authorities intercepted a woman named Dalveero and seized 6.50 grams of heroin from her possession. Following an extended judicial proceeding, a court convicted Dalveero on April 01, 2025, sentencing her to ten years of rigorous imprisonment along with a financial penalty of one lakh rupees.
Following her conviction, Nurpur police initiated a meticulous financial investigation into the wealth accumulated by Dalveero and her immediate family. Financial profiling revealed that the family's assets were not generated through lawful economic activity, but were funded entirely by profits derived from local peddling of heroin.
Breakdown of Assets and Approval from Competent Authority
Upon establishing the illicit origin of the wealth, Indora police passed a formal freezing order on September 28, 2026. The statutory documentation was forwarded to the Competent Authority in New Delhi, which reviewed and confirmed the seizure order under NDPS provisions, rendering the freezing legally binding.
ASP Dharam Chand Verma of Police District Nurpur confirmed that the frozen properties comprise three distinct valuations totaling 1,01,55,718 rupees. These include Dalveero's luxurious residence situated in Chhanni village, Indora tehsil, appraised at 61,96,561 rupees. Furthermore, the authorities seized residential premises, furniture, domestic appliances, and related household goods valued at 32.60 lakh rupees registered under her son Mithun, as well as a Maruti Suzuki passenger car valued at 6,98,207 rupees registered under her daughter Gharo.
Targeting Financial Foundations of Smuggling Networks
Enforcement officials underscored that counter-narcotics efforts across the Nurpur police district are systematically focusing on dismantling the financial infrastructure supporting illicit distribution, rather than limiting action to street-level arrests and physical contraband seizures. Authorities are actively identifying proceeds of crime to deprive smugglers of economic incentives.
Aligned with directives issued by Chief Minister Sukhvinder Singh Sukhu to eradicate the spread of illicit synthetic drugs through anti-chitta operations, Nurpur district police have now frozen cumulative criminal assets amounting to 31 crore 71 lakh 61 thousand 429 rupees across multiple enforcement actions.
