The operation exposed a glaring instance of proxy rule in rural governance, where official authority vested in an elected woman representative was being exercised directly by her husband. Acting on a formal complaint regarding an extortionate demand for a routine municipal clearance, anti-graft officials trapped the sarpanch's spouse red handed while taking a four thousand rupee bribe.
Extortion Demand in Exchange for Bank Clearance Certificate
The sequence of events began when Vikram Singh, a local resident of Dalauda, applied for a bank loan that mandated a formal No Objection Certificate from the local village panchayat. When Vikram Singh approached the panchayat office to procure this mandatory clearance, sarpanch representative Anil Kaithwas refused to process the standard documentation without an illegal payment. Instead of discharging his administrative responsibility, Kaithwas demanded four thousand rupees as an unlawful inducement. Unwilling to yield to the extortionate demand for a standard civic document, Vikram Singh approached the Economic Offences Wing in Ujjain to register a formal complaint against the corrupt demand.
Enforcement Ambush Near the Agricultural Market Yard
Following the receipt of the complaint, the Economic Offences Wing promptly verified the authenticity of the bribery allegations. Once the preliminary verification confirmed the unlawful demand, the agency devised an undercover entrapment strategy on Monday. Under instructions from investigators, complainant Vikram Singh proceeded to the designated meeting point near the Krishi Upaj Mandi in Dalauda carrying the four thousand rupees in marked currency. The moment Anil Kaithwas accepted the bribe money, undercover operatives stationed around the market perimeter moved in swiftly and apprehended him with the cash in hand, triggering widespread panic and commotion in the vicinity.
