Major questions have been raised regarding the procurement of flower garlands by the horticulture branch of the Jaipur Municipal Corporation. A case has come to light where more than Rs 17 lakh was spent on purchasing flower garlands over a span of eight months for welcoming guests at various small and large events, including development project inaugurations and foundation stone-laying ceremonies. According to allegations, many of these functions had an attendance of only 5 to 10 guests, yet official records showed the purchase of anywhere between 100 and 700 garlands for their welcome. In one specific event, records indicated the purchase of 400 garlands alone.
What has surprised observers the most is that all these flower garlands were procured exclusively from a single firm named Florina Enterprises. It has been alleged that the garlands were bought at nearly double the prevailing market rates, and different rates were applied for the identical items across various events. Despite these irregularities, officials of the horticulture branch cleared payments exceeding Rs 17 lakh to the firm. This has triggered intense debate over why such massive quantities of garlands were purchased for so few guests and how the procurement rates varied so drastically.
Garlands procured across 35 official events
The municipal corporation reportedly recorded the purchase of flower garlands across roughly 35 events held between June of last year and February of this year. These functions included inaugurations and foundation stone-laying ceremonies for development works, flag-off events for official vehicles, retirement ceremonies for officers and staff, felicitation programs, zone-level public grievance hearings, and Independence Day celebrations held at various zone offices. In many of these gatherings, the actual number of guests present ranged strictly between 5 and 10, while records stated that 100 to 700 garlands were acquired for their reception. These discrepancies have raised serious doubts about the actual necessity of such large-scale procurement and the true volume of items utilized.
Single firm monopoly with fluctuating rates
Florina Enterprises emerged as the sole supplier involved in this floral procurement controversy. Allegations suggest that the corporation repeatedly bought garlands and other floral materials from this specific vendor. Curiously, the purchase rates were not consistent across different occasions. According to the complaints, several items were procured at roughly twice their retail market value. If purchases were consistently made from the same firm, critics are questioning why there was such a wide variance in pricing. Key questions remain unanswered regarding whether market rates were compared prior to purchase, and at what administrative level the quantity and pricing were verified before approving the payments.
Diverse floral inventory ranging from roses to mogra
The corporation acquired a wide array of floral items from the firm between the months of June and February. The inventory included rose petals, green leaf garlands, rose garlands, marigold garlands, standard baskets, standard bouquets, special bouquets, marigold gajras, rose gajras, medium-sized nauranga garlands, nauranga gajras, flower bunches, special baskets, rose stems, and mogra gajras. The cost of bouquets and baskets alone purchased for these events was stated to be over Rs 2 lakh. This indicates that the matter extended far beyond simple garlands, as a large number of floral bouquets and baskets were also acquired for visiting dignitaries.
Horticulture branch embroiled in past controversies
The horticulture branch of the municipal corporation has previously been a frequent topic of discussion due to various corruption-related matters. Officials from the Anti-Corruption Bureau have conducted raids and investigations at this office on multiple occasions in the past. According to available information, certain cases linked to the horticulture branch remain pending with the Anti-Corruption Bureau. Despite this background, the emergence of the current floral procurement controversy has renewed scrutiny. Allegations persist that officials and contractors are colluding to place an undue financial burden on the public exchequer.
Pratap Singh Khachariyawas targets Municipal Corporation and JDA
Congress leader Pratap Singh Khachariyawas launched a sharp attack against both the municipal corporation and the Jaipur Development Authority in light of this issue. He alleged that the municipal corporation and the JDA are deeply mired in corruption. He stated that the Anti-Corruption Bureau only takes action when it receives a green signal from the chief minister, claiming that the bureau does not act without such explicit permission. Commenting on the floral purchase controversy, he remarked that this was a minor issue and that even larger scams were taking place within these departments. While these serious allegations have been leveled by an opposition leader, responses and official clarifications from the concerned departments and the government remain essential to provide a complete picture.
