Tamil Nadu is preparing to widen the reach of its school breakfast initiative, expanding free morning meals to students studying in classes 6 through 8. Previously restricted to primary school children up to class 5, the Perunthalaivar Kamarajar Breakfast Scheme will now cater to older upper-primary students across government institutions. The upgraded rollout is scheduled to commence on September 22, providing wholesome morning nourishment to thousands of pupils right before their academic day begins.
Rescheduled Launch Event and London Trip
The formal inauguration of the expanded breakfast initiative was initially planned for Thursday, aligning with the birth anniversary of social reformer Periyar. However, the event had to be rescheduled because Chief Minister C. Joseph Vijay was undertaking an official overseas trip to London. During his visit to the United Kingdom, the Chief Minister held high-level meetings with global investors to attract fresh business investments into Tamil Nadu. Following his return from London, the Chief Minister will personally inaugurate the expanded welfare program on September 22.
District Exclusions Due to By-Election Code
While the initiative is designed to cover the entire state, two specific districts will experience a temporary delay in implementation. Chengalpattu and Tiruppur districts are currently undergoing assembly by-elections, which has brought the model code of conduct into force in these regions. To maintain strict compliance with electoral regulations, the rollout will be paused in these two districts during the election period. Official communications confirm that as soon as the electoral process concludes, students in Chengalpattu and Tiruppur will also begin receiving breakfast benefits alongside the rest of the state.
Administrative Guidelines and Logistics Strategy
Social Welfare Secretary Pallavi Baldev has issued detailed instructions to all District Collectors across the state regarding the revised launch date and operational preparations. State authorities have directed District Collectors to establish smooth coordination among key government wings, including the Social Welfare Department, the School Education Department, local administrative bodies, and individual school authorities. Collectors are tasked with supervising essential logistical elements, including the identification of eligible student beneficiaries, setup of school kitchen facilities, procurement of raw food items, adherence to strict hygiene and safety standards, and the timely distribution of meals every morning. Comprehensive operational guidelines will be distributed to schools prior to the September 22 launch date.
Renaming and Historical Context of the Welfare Program
Following the assumption of office by the TVK administration, the welfare measure previously known as the Chief Minister's Breakfast Scheme was officially renamed the Perunthalaivar Kamarajar Breakfast Scheme. This renaming was carried out to honor former Chief Minister K. Kamarajar, a legendary leader who pioneered major educational expansions and social welfare interventions for students in Tamil Nadu. By scaling up this program from primary to upper-primary classes, the government aims to address classroom hunger, boost daily attendance rates, and improve concentration levels among students, particularly those belonging to economically disadvantaged backgrounds.
