A sharp surge in aggressive stray dogs across Azamgarh has created persistent safety hazards for pedestrians and local residents. With dozens of dog-bite victims arriving daily at the district hospital for anti-rabies injections, the Azamgarh Municipal Council has formulated a comprehensive scientific plan to stabilize the canine population and curb attacks.
Rs 1 Crore Financial Proposal Sent for Administrative Approval
Executive Officer Brijesh Kumar stated that preparations are underway to establish an Animal Birth Control (ABC) center in Azamgarh, complying with court directives and government priorities. A detailed financial proposal seeking 1 crore rupees has been submitted to the state administration through the District Magistrate. Given the public safety urgency and legal mandates, officials anticipate fund sanction within the current month, after which construction and facility setup will commence immediately.
Two-Tier Strategy and Intensive Canine Survey
The municipal administration has outlined a structured two-tier intervention plan. First, an intensive survey will be conducted across the municipal territory to identify dogs displaying heightened aggression, biting tendencies, or severe infectious illnesses. Highly aggressive and diseased animals will be categorized separately and placed under special surveillance to safeguard the public against rabies transmission and severe injuries.
Concurrently, healthy and non-aggressive dogs identified during the survey will be safely captured for sterilization and vaccination. Following proper post-operative recovery, the animals will be released back into their original territories in accordance with standard protocols. This approach prevents territorial vacuums that attract new stray packs while systematically controlling reproduction rates.
Engagement of NGOs and Direct Benefit Transfer Mechanism
To execute the birth control and vaccination drive efficiently, the civic body will onboard specialized non-governmental organizations, third-party agencies, and private entities. Selection will take place through a formal tender process, and verified service providers will receive government-approved payments directly into their accounts via Direct Benefit Transfer to maintain fiscal transparency. The administration aims to complete all preliminary paperwork within the next 10 to 15 days so on-ground operations can start as soon as funds are released.
