The administration of Moradabad District Jail in Uttar Pradesh has implemented a comprehensive range of child welfare measures aimed at protecting the physical health, psychological well-being, and education of young children living behind bars with their incarcerated mothers. Under existing regulations, minor children under six years of age are permitted to reside alongside their mothers who are serving sentences or undergoing trial for various criminal charges. Currently, two young children are residing with their mothers inside the Moradabad District Jail complex. To ensure that the institutional surroundings do not hamper the development of these innocent children, prison authorities are providing structured healthcare, nutrition, recreational facilities, and schooling in strict accordance with statutory standards.
Health and Nutrition Standards Regulated by the Jail Manual
Senior Jail Superintendent Brijendra Singh stated that the accommodation, medical care, and daily nutrition provided to resident children and their mothers adhere rigorously to the prescribed jail manual. The institutional guidelines explicitly layout the parameters for diet, physical care, and periodic health examinations, all of which are systematically monitored by the facility management. Furthermore, special dietary considerations are extended to nursing mothers to safeguard infant nutrition. Under these regulatory provisions, lactating inmates are supplied with specialized nutrient-rich food items, including fresh milk and essential nutritional supplements, ensuring both mother and child remain in optimal health throughout their confinement.
Maximum Six-Year Age Ceiling and Parental Custody Transfer
The correctional facility strictly enforces statutory age limits regarding the co-residence of children with incarcerated mothers. According to the established legal regulations, a child is allowed to remain within the prison premises only until reaching six years of age. Once a child completes six years, permission to stay within the correctional facility terminates immediately. In such circumstances, the jail management initiates a formal handover protocol. The child is entrusted to the care of extended family members or designated legal guardians of the female inmate. Simultaneously, official documentation regarding the custody transfer is submitted to the relevant honorable court to maintain complete judicial compliance.
Creche and Children's Park for Cognitive and Physical Growth
To shield young minds from the restrictive atmosphere of a prison, the Moradabad jail management has set up dedicated developmental spaces inside the compound. A fully functional creche (infant care unit) alongside a vibrant children's park has been constructed within the facility. Equipped with toys, recreational equipment, and interactive play zones, these amenities offer children an engaging and stress-free environment. The primary objective of these infrastructure additions is to nurture cognitive, emotional, and social development, allowing the youngsters to experience a wholesome childhood despite their unique living circumstances.
On-Site Early Learning and External School Enrollment
Educational development forms a cornerstone of the prison administration's child support strategy. To deliver foundational learning and early childcare, the jail administration partnered with the District Basic Education Officer to appoint a dedicated female teacher. This instructor visits the correctional facility on a regular schedule to teach foundational subjects and oversee early childhood activities. In addition, when a resident child turns four years old, the prison management facilitates their admission into an accredited educational institution located outside the prison grounds. This step enables children to attend regular classes in a standard school setting, ensuring their integration into mainstream society.
