A disturbing case of animal cruelty has surfaced in the Kannauj district of Uttar Pradesh, leading to police action against a local political figure. Sadar Kotwali Police have registered a criminal case under the Prevention of Cruelty to Animals Act against Kaish Khan, a former treasurer of the Samajwadi Party, alongside his worker Jamil Khan. The legal proceedings were formally initiated following explicit instructions from Superintendent of Police (SP) Vinod Kumar, after local residents submitted a formal complaint accompanied by security footage of the incident.
Vicious Dog Attack Leaves Stray Cow Severely Injured
According to details outlined in the official complaint, the incident transpired in the Balapeer locality of Kannauj city around 6:35 AM on June 23. A stray cow was wandering along the public street when Kaish Khan and his worker Jamil Khan allegedly cornered the helpless bovine. The two individuals then deliberately unleashed three of their aggressive pet dogs upon the defenseless animal. The ferocious dogs repeatedly bit the cow, inflicting multiple deep wounds and leaving the animal bleeding profusely on the road in a critical state.
Confinement Inside Illegal Marriage Lawn Complex
The cruelty did not end with the brutal physical attack. Once the cow became immobilized and incapacitated due to severe injuries, the accused dragged the animal into an adjacent property and locked her inside. Investigations revealed that this facility functions as an illegal marriage lawn and guest house, allegedly constructed by encroaching upon restricted land owned by the Archaeology Department. The entire sequence of events, from setting the dogs on the cow to confining the wounded animal inside the premises, was recorded on a nearby CCTV camera, providing crucial evidence for the investigating authorities.
Police Intervention and Formal Registration of Case
Following initial inaction at the local police station level, Adeel Khan, a resident of Balapeer locality and son of Mohammad Ashfaq Khan, submitted a written petition directly to Superintendent of Police Vinod Kumar. Recognizing the gravity of the offense shown in the CCTV footage, SP Vinod Kumar issued immediate directives to the Sadar Kotwali Police station to register a formal case. An FIR was subsequently lodged against both Kaish Khan and Jamil Khan. The police report submitted to the DM emphasizes that owing to his violent demeanor and habitual criminal trajectory, there is a strong probability of him misusing his licensed weapons in the future. Consequently, the police department has strongly recommended the immediate cancellation of Kaish Khan's arms license.
