The violent confrontation unfolded when an officer shot 28-year-old Oscar Belgal, an individual of Dominican descent, with a bullet striking him directly in the neck.

The incident occurred while Oscar Belgal was in the middle of parking his vehicle. Plainclothes officers suddenly approached him, with one pulling out a firearm and advancing directly toward the car. A second federal officer, also dressed in regular civilian attire rather than an official uniform, followed close behind. Crucially, a 5-year-old child was seated inside the automobile alongside Belgal at that exact moment. Despite the young passenger's presence, the federal agents unleashed gunfire on Belgal. Severely wounded, he was rushed to Presbyterian Allen Hospital, where medical staff are currently administering emergency treatment.
