July Clashes and Criminal Infiltration Cited as Precedent
In detailing the necessity of the current enforcement, officials highlighted the turmoil that unfolded at Jantar Mantar in July. Police stated that organizers were originally granted clearance for only a single-day gathering, yet the demonstration was prolonged for nearly an entire month. During that protracted unrest, confrontations erupted that left more than 200 police personnel injured. The formal briefing also disclosed that over 2,000 individuals with prior criminal records entered the protest ranks, worsening the volatility and causing clashes in which students sustained injuries as well. Police asserted that such perilous episodes must not recur, noting an obligation to protect deployed personnel, demonstrators, and passersby alike.

The operational brief also emphasized that Jantar Mantar has physical space limitations, with a safe holding capacity capped at roughly 1,000 people at any given moment. According to Delhi Police, the Cockroach Janata Party (CJP) sought to convene another assembly at the identical venue without obtaining mandatory administrative permission. Authorities noted that the Supreme Court has consistently underlined the imperative to respect statutory regulations governing gatherings in public places.
