The Enforcement Directorate has issued a formal summons to former Kerala Chief Minister Pinarayi Vijayan, requiring his personal appearance for questioning on October 23. This regulatory action follows a directive from the Kerala High Court instructing local police authorities to register a First Information Report against Pinarayi Vijayan and his daughter Veena Vijayan. The judicial directive came in the wake of a complaint submitted by the central financial probe agency, which is now seeking direct testimony from the former head of the state administration.
Veena Vijayan Faces Scrutiny Over Financial Records
The central agency had outlined serious allegations against Veena Vijayan back in August. Earlier, on May 27, investigators carried out extensive searches across locations connected to Veena Vijayan as well as the promoters of private entity CMRL. During the course of these raids, probe officials uncovered handwritten accounts and operational ledgers attributed to Veena Vijayan. The recovered documents contained specific names of multiple associates, exact values of various transactions, and itemised records of capital dispatched overseas to Dubai.
Unaccounted Transactions Totaling Over 20 Crore Found
According to the investigative findings, the seized notes documented remittances of around 3.49 lakh UAE Dirham, equivalent to approximately 85 lakh Indian rupees, transferred abroad to Dubai. In addition, the ledgers recorded domestic currency transactions amounting to approximately 20.05 crore rupees. Agency officials formally impounded all these financial records for forensic analysis. A search of digital hardware further revealed the photograph of a SIM card subscribed under another individual's identity, which officials suspect was utilized to place internet calls.
Suspected Hawala Transfers and Disproportionate Funds
Numerous digital devices were taken into custody during the searches, and multiple depositions were recorded by investigators. The Enforcement Directorate claims to have gathered substantive proof regarding illicit funds being moved through informal hawala networks. Agency assessments indicate that the overall financial sums noted in the recovered papers substantially exceed the declared sources of income attributed to Veena Vijayan, while also remaining entirely distinct from funds disbursed by CMRL. The agency stated that subsequent procedures will be conducted strictly pursuant to the law.
The Core Dispute Over Exalogic Solutions
The controversy centres upon financial transfers executed between the private industrial firm CMRL and Exalogic Solutions, an information technology company owned by Pinarayi Vijayan's daughter, Veena Thaikkandiyil. Official allegations specify that CMRL improperly disbursed 1.72 crore rupees to Exalogic Solutions over the financial period of 2018-2019. The investigative assessment highlights that this substantial monetary sum was transferred despite the IT enterprise delivering no documented professional or operational services to CMRL in return.
