A comprehensive rural development charter was formally unveiled at the Bharatiya Janata Party state headquarters in Jaipur on Sunday, setting the developmental agenda for the upcoming local council elections. The gathering also marked the formal inauguration of the party's newly constructed Seva Sankalp Sabhagar. Released in view of the forthcoming 2026 panchayat elections, the Gram Vikas Sankalp Patra outlines a grassroots policy agenda designed around ground realities. Addressing the audience on the occasion of Shardiya Navratri Ghatasthapana, Chief Minister Bhajan Lal Sharma extended greetings to the people of the state, beginning his speech with prayers for peace, harmony, and prosperity across Rajasthan.
Highlighting the party's standard practice of presenting clear developmental blueprints prior to every electoral contest, the Chief Minister noted that similar vision documents had previously guided general, assembly, and urban local body campaigns. The administration's initial 100-day action plan served as the benchmark for designing this broader blueprint for rural governance. Sharma underscored that national and regional progress is inextricably linked to grassroots prosperity, remarking that sustainable growth in towns, cities, districts, and the state as a whole can only emerge from thoroughly empowered villages.
Halting Rural-to-Urban Migration as a Core Strategic Objective
Addressing the demographic pressures on urban centres, the roadmap identifies stemming the migration from villages to cities as an urgent priority. Rural residents frequently migrate due to inadequate healthcare, limited schooling options, and scarce livelihood prospects within their home regions. To eliminate these compulsions, the policy pledges to build comprehensive civic amenities directly inside village clusters. By focusing on the economic welfare of impoverished households, the charter aims to narrow the living standard disparity by delivering urban-grade conveniences right to rural doorsteps.
Connecting Panchayats with Digital Knowledge Hubs and Sports Facilities
Targeted initiatives have been drafted to support the children of farmers and cattle herders through modernised instructional facilities. Under this initiative, every gram panchayat will be linked with high-speed internet infrastructure alongside the establishment of Atal Gyan Kendras. These knowledge hubs are intended to provide local students and residents with access to modern digital education, vocational resources, and online civic platforms without leaving their localities. Furthermore, dedicated plans have been incorporated to upgrade sports training grounds and athletic amenities in rural belts to nurture local talent.
Accelerating Irrigation Schemes and Inter-State River Water Accords
Given the arid geography of the state, water security was framed as an indispensable pillar of rural empowerment directly tied to agrarian livelihoods. The Chief Minister shared that 10 major water supply and irrigation schemes are actively being executed across Rajasthan, with four of these projects scheduled to deliver direct, tangible benefits to the public in the near term. Touching upon the landmark Eastern Rajasthan Canal Project accord finalized with Madhya Pradesh, he emphasized that it guarantees vital irrigation and drinking water reserves for a vast section of eastern Rajasthan. Complementary agreements executed with Haryana are also poised to ensure equitable water realization, reflecting an active approach to resolving long-standing interstate resource matters.
