His administrative exposure includes working as the Public Relations Officer to Chief Minister Pushkar Singh Dhami. Educationally and culturally trained through the third year training of the Rashtriya Swayamsevak Sangh, Arya began his political journey through the Vidyarthi Parishad, steadily rising from a district coordinator in Nainital to state-level offices in both the youth and scheduled caste fronts of the party.

In 1985, he formally entered public life by enrolling as a member of the Vidyarthi Parishad in Nainital. Between 1988 and 1991, he functioned as the District General Secretary of the BJP Yuva Morcha in Nainital. Demonstrating strong leadership capabilities, he was appointed District President of the Scheduled Caste Morcha in Nainital from 1992 to 1995. Subsequently, he served as the State Vice President of the Yuva Morcha from 1996 to 1998, followed by his tenure as State General Secretary of the Scheduled Caste Morcha from 2001 to 2002.

Since 2002, Arya has maintained unbroken continuity as a State Executive Member of the party. Between 2007 and 2010, he led the district unit as BJP District President for Nainital.
