A striking disparity in infrastructure, resource distribution, and student enrollment has emerged across government primary schools in Bihar's capital city, Patna. Within the limits of the same urban center, one primary school is forced to conduct multiple classes inside a single congested space due to an acute shortage of rooms, while another institution struggles with sparsely populated classrooms despite having adequate faculty and physical infrastructure. This sharp contrast in primary education delivery became evident during inspections of two different public schools located in Gardanibagh and Mahavir Nagar.
Eighty Pupils Confined to Two Cramped Rooms
At the government primary school in Gardanibagh, around 80 students are officially enrolled across the primary grades. However, the entire educational facility operates out of only two rooms. Faced with this severe shortage of space, the school administration has combined different grade levels inside shared rooms. Students of Class 1, Class 2, and Class 3 are seated together within one room, while the second room accommodates pupils belonging to Class 4 and Class 5 for their routine coursework.
One Instructor Managing Dual Blackboards Across Three Grades
To teach three separate curricula simultaneously within four walls, the school has implemented an unusual seating arrangement. Children from Class 1 and Class 2 are arranged facing one direction, while Class 3 students are seated on opposite benches facing the reverse direction. Distinct blackboards have been mounted on opposing walls to serve the two groups independently.
During classroom sessions, the teacher has to continuously alternate between both ends of the room. The instructor first writes and explains a lesson on one blackboard for one group, assigns them written tasks or memorization work, and immediately walks across to the opposite blackboard. The teacher then addresses the second group with their specific grade-level material. Although this dual-board layout is intended to keep multi-grade instruction organized and prevent different batches from disrupting one another, conducting two distinct lessons at once places immense strain on academic focus.
Upper Primary Batches Share an Identical Setup
The adjoining room follows a very similar split layout for pupils in Class 4 and Class 5. Students from both levels are seated back to back along parallel rows of wooden benches. The instructor must walk across from one side to teach the Class 4 syllabus and then turnaround to teach Class 5 students on the opposite side. Across the entire school, five standard primary grades are packed entirely into just two rooms.
Deteriorating Ceilings and Monsoon Water Leakage
Physical space constraints are not the only hazard confronting young learners at the Gardanibagh facility. The structural condition of both operational rooms is heavily compromised. Concrete plaster along the ceilings has weakened, cracking and shedding fragments onto the floor. Individuals present at the school indicated that parts of the ceiling mortar occasionally collapse downwards, posing direct safety risks to children and staff. Furthermore, rainfall causes persistent roof seepage, letting rainwater drip into the learning space. The combination of falling debris and damp conditions severely disrupts classes and raises urgent questions regarding pupil safety inside government buildings.
Adequate Teachers and Empty Desks at Mahavir Nagar
The ground reality shifts completely at another primary school located in Mahavir Nagar. In this facility, there is no apparent shortage of teachers or classroom space, but the institution faces an acute shortage of pupils. Five teachers are deployed on duty at the school, while the total student enrollment stands at merely 45 children. Based on these enrollment figures, the average pupil-teacher ratio is roughly 9 students per instructor, which is well within comfortable limits. However, actual attendance in individual classes remains remarkably sparse, with some rooms holding only four or five students at a time.
Even with one of the available rooms allocated for use as the principal's official chamber, plenty of space remains unused across the school. The extent of low daily presence became even more pronounced during the midday meal bell, when only 25 pupils gathered in the school premises to receive their food.
Slum Clearance and Family Relocation Deplete Class Strength
Enrollment and daily attendance at the Mahavir Nagar school are coordinated by a community worker associated with the Talim Markaz initiative, who pointed out localized demographic factors behind the thin headcount. The area immediately surrounding the school contains relatively few informal settlements and slum clusters.
Additionally, local administrative and police actions aimed at removing roadside squatter dwellings cause slum resident families to disperse. When these vulnerable working-class households are evicted, they migrate toward other neighborhoods across the city, pulling their children out of the local school system. This continuous movement and eviction cycle continually erodes student retention, leaving classrooms deserted despite the availability of government infrastructure and faculty.
