Administrative and revenue authorities in the Lakhimpur Kheri district of Uttar Pradesh launched a major enforcement drive on Wednesday morning, completely demolishing the illegal residence of 65-year-old Khalil, who was recently arrested for assaulting a four-year-old girl. Officials confirmed that the residential structure had been unlawfully constructed on village panchayat land and a public road. To reclaim the public property from unauthorized encroachment, a joint administrative and police contingent deployed heavy machinery to level the structure in the Singahi area.
Horrific Incident on Sunday and Subsequent Arrest in Encounter
The case stems from a tragic incident that transpired on Sunday morning when 65-year-old Khalil allegedly lured a four-year-old child away while she was playing outside her residence. The suspect subsequently committed the assault, triggering intense anger and widespread public outrage across the local community. Responding swiftly to the situation, law enforcement agencies tracked down the suspect on Sunday night, taking him into custody following a police encounter. After undergoing mandatory medical examinations, Khalil was presented before the judicial court, which ordered his remand into judicial custody.
Legal Chronology and Execution of Eviction Orders
District Magistrate Anjani Kumar Singh outlined the statutory background of the demolition drive, stating that legal proceedings against the illegal encroachment had been initiated well before the criminal incident. Under Section 67 of the Uttar Pradesh Revenue Code 2006, a formal eviction and removal order was originally handed down against Khalil on July 15, 2024. The accused chose not to challenge or appeal the administrative directive through any higher forum.
Following the initial directive, local revenue authorities served multiple official compliance notices instructing Khalil to vacate the public thoroughfare and restore the land to the village panchayat. Upon continued non-compliance, a final notice was formally issued to him on August 18. Because no voluntary measures were taken by the illegal occupant despite repeated warnings, authorities executed the eviction order on Wednesday. The District Magistrate emphasized that while the demolition followed the suspect's arrest, it constituted the fulfillment of a pre-existing land recovery order rather than a summary punishment for the criminal offense.

On Wednesday morning, a combined task force comprising revenue officials and administrative personnel arrived at the village in the Singahi sector. To prevent any breach of peace or breakdown in law and order during the anti-encroachment drive, extensive security arrangements were put in place surrounding the location. Upon verifying the precise coordinates of the unauthorized construction on village panchayat land, bulldozers were brought in to completely dismantle the building. The entire operation proceeded smoothly without any disturbance.
Meanwhile, healthcare authorities provided a positive update regarding the four-year-old victim. Following the horrific attack on Sunday, she had been rushed to a specialized medical center in Lucknow in critical condition. Doctors treating the young girl reported that her health has shown steady improvement, and her physical condition is currently stable and completely out of danger.
