Smoother rules for small industry
Industries Minister Nyato Dukam piloted the Arunachal Pradesh Micro, Small and Medium Enterprises (Facilitation, Establishment and Operation) Bill, 2026, in the House. The legislation is designed to simplify how MSMEs are set up and run in the state, replacing existing hurdles with a more supportive regulatory framework for entrepreneurs looking to start or expand small units. The bill signals an attempt to remove bureaucratic friction that has often discouraged first-time entrepreneurs in the state, giving both new and existing units a clearer, faster path through establishment and operational approvals.
A stronger fire and emergency response system
Home Minister Mama Natung steered through the Arunachal Pradesh Fire and Emergency Services (Amendment) Bill, 2026. The amendment is meant to tighten fire prevention rules, safety compliance and the state's overall emergency response machinery. Lawmakers pointed to fast-paced urbanisation and growing infrastructure across Arunachal Pradesh as the backdrop for the change, with the government hoping the revised law will sharpen preparedness, improve response times and strengthen the institutional strength of fire and emergency teams across the state. The changes are also intended to align the state's fire safety compliance requirements with the pace of new construction, ensuring safety checks keep up as more buildings and public spaces come up in towns across Arunachal Pradesh.
A new authority to guide airport-area growth
Urban Affairs Minister Balo Raja brought in the third bill of the day, the Arunachal Pradesh Airport Area Development Authority Bill, 2026. It creates a dedicated Airport Area Development Authority tasked with overseeing planned, regulated and sustainable development in the localities surrounding the state's airports. The new body is expected to take charge of managing future urban growth, land use decisions and infrastructure projects linked to airports in different parts of Arunachal Pradesh. By bringing planning, land use and infrastructure decisions under one dedicated body, the government is aiming to avoid the unregulated, ad hoc growth that has affected the areas around airports elsewhere, keeping expansion coordinated as air connectivity in the state increases.
Same-day passage sets the tone for the session
Getting all three bills through on the very first day gave the special session an early focus on three themes: economic development, public safety and planned urban expansion, signalling the government's priorities for the rest of the sitting.
